2:29pm–Police called to the intersection of Youngstown Road and Oakwood Drive (off High Street) where a boy was duct taped to a road sign. Police find it was the boy’s brother who did it. Both were turned over to the care of their parents. Sounds like something my brothers and I would have done, even today as adults!
