Westport News: Tips Stolen

#Westport Connecticut–On 7-31- 16 at approximately 08:30am, Westport Officers were dispatched to the SoNo Baking Company which is located at 44 Church Lane on a report of a larceny and threatening incident. A male suspect had threatened the cashier, stole money out of the tip jar, and fled the scene on a bicycle. Officers located a male matching the description at the Gillespie Center on Jesup Road.

The male, identified as Dave Phillips, stated he used the money he stole to buy cigarettes. The cashier positively identified Phillips as the male who threatened to “kill her.” Phillips was taken into custody and held on a $2,500.00 bond.

Westport’s Newest K-9

The Westport Police Department proudly announces the addition of Police Service Dog (PSD) Atlas as the newest member of the Westport Police Department K9 Unit. PSD Atlas is a 19 month old German shepherd who was acquired from Grasso Shepherds and will be handled by Officer David Scinto. The team is set to begin training this month with an expected certification as a patrol / narcotics detection canine in October. Officer Scinto and Atlas will join Officer Jim Loomer & PSD Koda and Officer Baker & PSD Chase in the K9 Unit. In response to the recent increase in drug abuse and heroin overdoses in the area, adding “Atlas” as a third narcotic detection K9 better enables the department to enforce current drug laws. Also, starting in early September, Westport Police Officers will be one of the few departments in our area to be issued Narcan (an emergency treatment for known or suspected opioid overdose).

The K9 Unit has never been a budgeted unit within the Police Department and has existed since its inception in the late 1980s through generous donations from the community, as well as continuing long-time support from Dr. Joan Poster of the Poster Animal Hospital and Bill Mitchell of Mitchell’s of Westport. With the addition of PSD Atlas, the Westport Police Department is seeking help from the public in raising funds to cover the costs associated with his training, equipment and care.

Sen. Hwang Hosts Forum Regarding Insurance Rate Increases

On Tuesday, Aug. 2, Senator Tony Hwang  hosted an informational forum on Connecticut’s proposed health insurance and long term care rate increases at Sacred Heart University’s Schine Auditorium at  5151 Park Avenue, Fairfield.

Senator Hwang is encouraged rate payers to speak out about potential double-digit increases in health care insurance rates. Public hearings on the potential hikes will take place in Hartford on August 3 and 4.  “Average increases on individual and small group employer plans in Connecticut could be as high as 28 percent among plans that cover thousands of workers and their families,” Senator Hwang said. “That’s outrageous, that’s unaffordable, and that’s why people need to know howto weigh in.”

Sen. Hwang has proposed that Connecticut change the specific definitions of what would disqualify insurers from excessive increases. Sen. Hwang has also called for mandatory state public hearings when proposed health insurance rate increases exceed 10 percent. Democrats and Republicans supported those proposals, but Gov. Dannel P.
