Justice in Policing Act Passes

#Washington DC–The Justice in Policing Act which passed the House of Representatives of 236-181.  This comprehensive legislative package would drastically reform policing, hold bad actors accountable, and help mend the relationship between law enforcement agencies and local communities. It sends a clear message that Black lives matter, are important, and must be protected.

“The House of Representatives has done its job today and acted on behalf of the people,” said Himes.  “The Justice in Policing Act will bring reforms to police departments across the country, increasing accountability and showing a commitment to change and improvement.”

The Justice in Policing Act will:

  • Make lynching a federal crime
  • Limit and regulate the federal transfer of military weapons and equipment to state and local law enforcement agencies
  • Increase accountability by:
    • Making it easier to prosecute police misconduct;
    • Reforming qualified immunity so that victims can recover damages when police violate their constitutional rights;
    • Providing grants to states that adopt laws that mandate external and independent criminal investigations and prosecutions in cases of police misconduct;
    • Granting subpoena authority to the Department of Justice’s Civil Rights Division to investigate law enforcement agencies with a “pattern or practice” of violating constitutional rights and incentivizing states to adopt similar investigations.
  • Promote best practices and improve officer training by:
    • Outlawing racial, religious and discriminatory profiling;
    • Requiring training on racial and implicit biases, procedural justice, and the duty to intervene;
    • Banning no-knock warrants in drug cases;
    • Prohibiting the use of chokeholds and carotid holds;
    • Raising the standards for when force can be used and requiring that all reasonable alternatives, including de-escalation techniques, are used before deadly force;
    • Mandating the use of dashboard and body cameras.
  • Improve our understanding of police misconduct and use-of-force by:
    • Requiring states to submit disciplinary, termination, and legal records against law enforcement officers to a National Police Misconduct Registry;
    • Mandating that state and local law enforcement agencies report comprehensive use of force data to the federal government, including information about the victim and officer involved, the circumstance surrounding the incident, the reason force was used, etc.

Bridgeport News: Church Fire

2020-06-26@11:40pm–#Bridgeport CT– #ctfire– Firefighters were greeted with heavy fire on the right side of the Greater St. John Fire-Baptized Holiness Church located at 804 Fairfield Avenue.  The fire was on the first floor and basement.  Firefighters had the bulk of the fire quickly knocked down within minutes but spent most of their time chasing hot spots.

 

Bridgeport News: 4 Shot 1 Dead

Police UPDATE:

On June 25, 2020 at 1955 hours a shooting occurred in front of 527 Huntington Road. Four victims were struck by gunfire. A 21-year-old male identified as Tyler Ballew of Bridgeport was struck in the head and collapsed at the scene. He was transported by medics to Bridgeport Hospital where he was pronounced dead. Two females and a male were also struck by gunfire while seated in a vehicle. They were transported to Bridgeport Hospital and treated for non-life-threatening gunshot wounds. The second male victim sustained a graze wound to the head, a female victim sustained a graze wound to the head and the second female victim sustained a gunshot wound to the abdomen. None of the surviving victims would cooperate with the police. Detectives believe all of the victims were intended targets.

2020-06-25@8:20pm—#Bridgeport CT– Police are investigating the city’s 9th homicide that took place in the 500 block Huntington Road. Sources say 4 were shot. At 8:57pm Bridgeport Police called for mutual police aid to Bridgeport Hospital for a report of the armed males in the emergency room parking lot. State Police radio reports say that since it is a gang shooting they will maintain a high profile at the hospital.

2020-06-25–#Bridgeport CT–#ctfire– Today I went on a call which turned out to be nothing and ran into one of my favorite Assistant Chief’s Richar Donofrio.  I was sad to learn today is his last day after serving the city for over 33 years.

All have retired or will be retired in the next day or two. I learned that the city had hired a lot of firefighters in the 1980’s, so they are all reaching the end of the line at the same time. This group ranges from 30 to 40 years on the job. Everyone one of them served the city well and for decades.
