The governor’s special session call includes the consideration of legislation on the following policy areas:
1. Establishing a performance-based regulation to hold the state’s electricity, gas, and water companies accountable for the critical services they provide to customers;
2. Ensuring local officials may administer absentee ballots in a secure and orderly manner during the November 2020 general election;
3. Authorizing school construction projects;
4. Updating the state’s Transfer Act;
5. Aligning Connecticut’s hemp program with federal law and providing opportunities for hemp growers and manufacturers in the state;
6. Updating the state’s environmental justice law to require public notice and community benefit agreements in certain circumstances;
7. Providing greater protection for employees in occupations engaged in construction on certain non-residential building, heavy, or highway works projects in Connecticut;
8. Permitting homeowners’ associations to obtain loans through the Supplemental Collapsing Foundation Loan Program;
9. Permitting some late property tax exemptions to be filed with towns; and
10. Clarifying the ability of state marshals to recover costs for searching records of the Department of Motor Vehicles.
The four judicial nominations include Appellate Court Judge Christine E. Keller to fill a vacancy on the Supreme Court; and three Superior Court judges – Judge Joan Alexander, Judge Melanie Cradle, and Judge Jose A. Suarez – to fill vacancies on the Appellate Court. Each of the nominations was the subject of public hearings held by the Judiciary Committee in August and then received favorable approvals by the committee.

Westport, CT – The Westport Police Department announces that it will be partnering with the
U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA)
from October 1 through October 15, 2020 for a high-visibility enforcement campaign focused on
the state’s distracted driving laws.
Distracted driving is any activity that diverts attention from driving, including talking or texting on
your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo,
entertainment or navigation system – anything that takes your attention away from the task of safe
driving.
Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for 5
seconds. At 55 mph, that’s like driving the length of an entire football field with your eyes closed.
You cannot drive safely unless the task of driving has your full attention. Any non-driving activity
you engage in is a potential distraction and increases your risk of crashing.
Distracted driving is dangerous, claiming 2,841 lives in the year 2018 alone. Among those
killed: 1,730 drivers, 605 passengers, 400 pedestrians and 77 bicyclists. NHTSA leads the national
effort to save lives by preventing this dangerous behavior.
Violating Connecticut’s distracted-driving laws can be costly with fines starting at $150.00 and
increasing to potentially as much as $1,000.00 depending on the operator’s driving history and
the location of the offense.
The Westport Police Department asks that you do your part to keep yourself and others safe and
to please make driving your sole focus when you get behind the wheel of a vehicle.

2020-09-23@6:20pm–#Fairfield CT–Fairfield Police received two calls reporting three juveniles were seen running through yards in the Webb Road area. One of the complainants reported seeing a juvenile rummaging through a vehicle on private property. Fairfield Police received a third call from a Lynnbrook Road resident reporting they observed juveniles running through yards as well. Officers located one of the involved juveniles on Villa Avenue. Shortly after, Officers located another involved juvenile on Brooklawn Avenue. The third subject was not located. Two of the witnesses positively identified the juveniles as the juveniles seen in their yards. The juveniles were both issued a juvenile summons for Simple Trespass in the presents of the parents. They are to appear in juvenile court on October 14th, 2020.

#Bridgerport News: Police press release: On September 27, 2020, at 0006 hours, a shooting incident occurred in the area of 74 Worth Street as indicated by a Shotspotter activation. Responding officers found Daron Jones, 31 unresponsive on the porch of 90 Worth Street. A single gunshot wound was evident on this chest. Medics pronounced Jones dead at the scene. Detectives processed a crime scene at this location and are working to establish a motive for the shooting of Jones. Anyone with information is asked to contact Detective Heanue at 203-581-5242.
At 0221 hours, a shooting incident occurred inside the Keystone bar located at 1794 Barnum Avenue. Nyair Nixon, 21 was shot multiple times inside the establishment and stumbled outside after being shot. He collapsed in the street and was then struck by a vehicle that fled the scene. Arriving officers were confronted by a large hostile crowd that was interfering with their ability to secure a crime scene, and additional assistance was necessary to control the crowd. Stratford Police were called to assist at the scene and remained to assist for several hours. Nixon was transported by medics to Bridgeport Hospital where he died from his injuries. This remains an active crime scene and detectives will be at this location for several hours this morning. Anyone with information about this incident is asked to contact Detective Winkler at 203-581-5224.
Connecticut’s Phase 3 of reopening during the coronavirus pandemic will begin October 8. Phase 3 changes will increase the capacities at certain businesses including restaurants, personal services, libraries and performing arts venues.
