Milford News: Threatening & Disorderly Conduct

#Milford CT– On October 8, 2021, Milford Police responded to a Railroad Avenue address for the report of a male making concerning statements and threatening to harm others. Investigation led to the arrest of Zachary Gallipoli who is accused of throwing furniture around his residence and waving a knife, threatening to kill a victim as well as police officers. Gallipoli was taken into custody without incident.

Distinguished Chief Award

STRATFORD – Stratford Police Chief Joe McNeil was awarded the “Distinguished Chief Award” by the Police Commissioners Association of Connecticut at their 2021 PCAC Distinguished Chiefs & Meritorious Service Awards Dinner held September 29th at Vazzano’s Four Seasons in Stratford.  McNeil, who has served as Stratford’s Chief of Police since 2016, began his service with the Stratford Police Department in 1994.   

McNeil rose through the ranks, serving as a patrolman, detective sergeant, lieutenant, captain, and Deputy Chief prior to being named Chief.  His tenure as Chief of Police has been distinguished by decreasing crime rates, and a ground-breaking community engagement program for officers and citizens which has become a national model for departments across the U.S., working to build trust and empathy between police officers and community members. 

Many Stratford police officers, town officials and department heads attended the dinner in support of McNeil, including Stratford Mayor Laura R. Hoydick.   McNeil was presented the award by Danbury Police Chief Patrick Ridenhour, who served as Police Chief in Stratford when McNeil was Deputy Chief.   

“I am truly humbled and honored by this award,” said Chief McNeil.  “This is a team effort to make our community a better place to live and work.  I also thank Mayor Laura Hoydick for her support and unwavering commitment to the residents of Stratford.”

Seymour News: Drug Arrest

seymourct –Detectives have arrested a Seymour man on numerous drug charges following a lengthy investigation. On September 7, 2021, at 9 p.m., Detectives assigned to the Statewide Narcotics Task Force, with assistance of the State Police Traffic Services Unit and Seymour Police Patrol Division, executed a narcotics search warrant at 226 Walnut Street, Seymour. The search warrant was the culmination of an investigation into the distribution of narcotics from the residence. The target of the investigation was identified as Saldi Hyska (DOB: 03/16/1998).

Detectives, with the assistance of narcotics detection K-9s “Rory” and “Gerry,” were able to seize numerous items associated with narcotics distribution including narcotics packaging materials, digital scales, 1.6 grams of cocaine, 9 pounds of marijuana, 204 (1) gram jars of THC oil, 133 THC edible candies, 187 THC chocolate bars, approximately 252 THC vape cartridges, and 3 Percocet pills. An arrest warrant was applied for and obtained from GA 5 Derby Superior Court for Hyska.

On October 14, 2021, at approximately 11:30 a.m., Hyska turned himself in at Troop A without incident after the arrest warrant was issued by the court. Hyska was charged with Possession of a Controlled Substance (marijuana) greater than 1 Kilogram with Intent to Sell; Possession of Paraphernalia; three counts of Possession of a Controlled Substance; Operating a Drug Factory; and Improper Prescription Container.

HARTFORD, CT)– Governor Ned Lamont announced that the Connecticut Manufacturing Innovation Fund Advisory Board has voted to approve the release of $8.3 million in funding to support a series of technology and workforce initiatives designed to strengthen the long-term competitiveness Connecticut’s manufacturing sector, including several new programs.

The funding was approved through the state’s Manufacturing Innovation Fund, which received $20 million over the biennium in the budget signed into law by the governor this summer.

“Connecticut continues to make smart investments in its economic future,” Governor Lamont said. “We know the critical role manufacturing plays in our economy when it comes to jobs, exports, innovation, and productivity. These new programs demonstrate the comprehensive approach we are taking to ensure our manufacturing base is positions for success over the long-term.”

The new initiatives, which will receive a total of $3.7 million, include:

  • Increasing Engineering Internships for Connecticut Resident College Students: Engineering is named in more open Connecticut manufacturing job postings than any other category. Connecticut colleges and universities graduate a large number of degreed engineers, but a significant number of these graduates leave the state to begin their professional careers elsewhere. This initiative will provide grants or stipends to cover up to half the wages for summer engineering interns, who must be Connecticut residents. Increasing the number of interns employed at Connecticut manufacturers increases the likelihood that students take full-time positions in the state upon graduation.
  • Matching Grants for Digital Readiness and Cybersecurity Assessments: Connecticut manufacturers have may choices and factors to weigh when adopting new technologies. The Smart Industry Readiness Index (SIRI) helps companies assess their readiness for incorporation of Industry 4.0 technology, assess their current capabilities for digital transformation, benchmark their current status in key areas against other like manufacturers, prioritize areas for focus/investment, and provide a roadmap to incorporation. This matching grant program will underwrite up to 50% of the cost of such an assessment to lower the cost for manufacturers to access such an analysis. In addition, this program will be used for cybersecurity assessments and roadmaps.
  • Retain an Organization to Facilitate Matches Between Connecticut Innovators and Connecticut Manufacturers: Recently there has been an increase in requests from Connecticut innovators to be matched with Connecticut companies to manufacture their product and help bring the product to market. Currently there is no structured way to match these groups. The state is in discussions with a third-party vendor to create a two-year program to address this unmet need.
  • Advertising Campaign Highlighting Career Opportunities in Manufacturing: Access to a skilled workforce is the top issue for Connecticut manufacturers. Between state funding and federal funding, significant investments have been made in building out advanced manufacturing training centers across the state over the last decade. A sustained advertising campaign will drive up awareness, interest and enrollment and contribute to a stronger workforce talent pipeline in the future.
  • Comprehensive Manufacturing Website: Currently there isn’t one website where manufacturers can find answers to the myriad of issues and challenges they face. To address this need, the Connecticut Department of Economic and Community Development will work with the Department of Administrative Services to develop and maintain a comprehensive website organized around specific issues facing manufacturers such as workforce needs, access to capital, marketing, environmental issues, and technical support.
  • Regional Career Fairs: Career fairs have proven very successful in educating students about the many benefits of a career in the manufacturing sector. The Manufacturing Innovation Fund has agreed to make funds will be available to multi-employer manufacturing organizations to support regional career fairs in the coming years.

The Manufacturing Innovation Fund Advisory Board also approved investments in ongoing programs that provide valuable support to Connecticut manufacturers, most notably the Incumbent Worker Training Program ($1.5 million), Apprenticeship Program ($1.0 million) and Manufacturing Voucher Program ($2.1 million).

“I have met with scores of manufacturers throughout the state in the past two years and their feedback has been critical in shaping and prioritizing these programs and investments,” Colin Cooper, Connecticut’s Chief Manufacturing Officer and Chairman of the Manufacturing Innovation Fund Advisory Board, said. “The Manufacturing Innovation Fund strives to use state funds as catalyst capital to spur investments in equipment, workers, innovation and technology that otherwise might not be made. Through the end of fiscal year 2020, $57.4 million of this funding has been matched with $99.5 million of private and third-party capital.”

The State of Connecticut established the Manufacturing Innovation Fund to support the growth, innovation, and progress of Connecticut’s advanced manufacturing sector. It provides financial support for a broad range of initiatives that ensure Connecticut’s manufacturers remain leaders in productivity, efficiency, and innovation. It is administered by the Department of Economic and Community Development with the advice and counsel of an advisory board comprised of manufacturing business leaders.

Norwalk News: Hoax Call About Shooting

On October 14, 2021, at approximately 2:59 p.m., Norwalk Police Combined Dispatch received a call
stating that there were shots fired at Roton School. Multiple police officers responded to the scene. The
officers were quickly able to determine that no shooting had occurred, that everyone was safe, and that
the telephone call was a hoax.
The responsible person(s) has (have) been identified. There is no threat to the community nor are there
any concerns for safety. An investigation is underway in cooperation with the Norwalk Public School
system.

Westport News: Distracted Driving Campaign

(Westport, CT – 10/13/2021) – The Westport Police Department is participating in The Connecticut Department of Transportation’s high visibility distracted driving enforcement campaign. In partnership with State and local law enforcement and the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), the campaign will increase efforts to enforce distracted-driving laws. This campaign will run from October 15 th to October 31 st , 2021.


Distracted driving is an activity that diverts attention from driving. Not surprisingly, texting while driving is one of the most dangerous distractions. Sending or reading a text takes one’s eyes off the road for 5 seconds and at 55 m.p.h., that is like driving the entire length of a football field with your eyes closed. Additionally, according to the NHTSA driving a vehicle while texting is six times more dangerous than intoxicated driving. Operating a motor vehicle requires the driver’s full attention and even a momentary distraction can lead to disastrous results. In Connecticut in 2019, more than 6,600 crashes were contributed to distracted driving and the NHTSA reported that between 2012 and 2019, 26,004 people died in crashes involving a distracted driver. In addition to the safety risks associated with distracted driving, it can also be costly to violate Connecticut’s distracted-driving laws. Drivers who are ticketed are fined $200.00 for the first offense, $375.00 for the second offense, and $625.00 for the third and subsequent offenses.

Fairfield News: Man Shot

Police UPDATE:

On Thursday, October 14, 2021 at approximately 12:58 AM, the Fairfield Police Department received a report from a Cumberland farms employee at 975 Kings Highway East, Fairfield, that a male gunshot victim had just entered the store. The victim is a delivery driver for Miller Nissan who was shot in the abdomen during a robbery attempt at the dealership at 930 Kings Highway East.  The victim was transported to an area Hospital and has undergone surgery.  The latest report was that he is expected to recover.

The suspect was described as a male wearing a hooded sweatshirt who fled from the scene towards Castle Ave. Fairfield and Westport K9’s conducted tracks which led to a nearby residence, but they were unable to locate the suspect at the time. A follow up investigation led investigators back to that residence and Fairfield Detectives took a suspect into custody for questioning at approximately 6:20 AM.

At this time, there is no reason to believe additional suspects are at large and as such, there is no active threat to public safety.

This remains an active and ongoing investigation with updates pending.

2021-10-14@12:58am–#Fairfield CT– A man walked into the Cumberland Farms on Kings Highway shot. According to radio reports it sounds like a robbery. Police are looking for a heavy set black male, 5’10” who asked for his wallet and then shot him. Police K-9 tracking on Castle Avenue behind the dealership.
