Connecticut Insurance Department Seeks Public Comment on Proposed Industry Bulletin on Guidance for Managing the Financial Risks of Climate Change


The Connecticut Insurance Department (CID) has opened a public comment period on a proposed bulletin which will provide guidance to insurers in how to manage the financial risks associated with climate change.
The proposed bulletin details the Department’s expectations for domestic insurers and their taking a strategic approach to managing climate risks that considers both current and future risks and identifies the actions necessary to manage those risks. “The risks associated with climate change are significant. Insurers must adapt to these risks to ensure solvency. The Department plays a critical role in protecting consumers and will continue to work with insurers on climate change issues,” said Commissioner Andrew N. Mais. “I look forward to reviewing the public’s comments and suggestions on how best to manage the industry’s risk associated with climate change.”

The bulletin, once finalized, will be consistent with the objectives of Connecticut Public Act 21-2 and is based upon ongoing dialogue with the insurance industry over the past few years along with initiatives taken by the National Association of Insurance Commissioners (NAIC) and other state insurance regulators.

Once the comment period ends on May 23, 2022 and the public’s suggestions are reviewed, a final bulletin will be issued to all insurers licensed by the Department.
The bulletin would direct insurers to:
Integrate the consideration of climate risks into its governance structure at the group or insurer entity level. Incorporate climate risks into the insurer’s existing financial risk management. Appropriately disclose its climate risks and engage with the Task Force on Climate-Related Financial Disclosures, the NAIC Climate Risk Disclosure Survey, and other initiatives when developing its disclosure approaches.

Bridgeport News: Stabbing

Police said: “

BRIDGEPORT- The Bridgeport Police are investigating two non-life threatening stabbing incidents that occurred earlier this morning. The first incident occurred on Bryant Street at 0019hrs. This incident involves a known party. The victim experienced a non-life threatening injury to the shoulder blade. Suspect was gone upon arrival. Police are actively investigating this incident.

The second incident occurred at 0108hrs. St. Vincent’s Medical Center alerted the Bridgeport ECC regarding a party that just walked into their Emergency Room with a non-life threatening stab wound to the arm. Party indicated that the incident occured near State Street and Iranistan Avenue. No further information was provided. Anyone with information is asked to contact the Bridgeport Police at 203-576-TIPS.

We have enjoyed serving all of you and being a part of this fantastic community. You have helped us grow from a little taco shop on Main Street, to a complete success!


It is bittersweet for Rose and I to announce that we will be closing the restaurant, but we are thrilled that our Taco Loco and Loco Catering food trucks will continue to roll on, headed by our son, Zachary.
Zachary, having grown up in Taco Loco, is now a husband and father himself. After taking over the catering and food truck side of the business eight years ago, he has successfully grown that business, and repeatedly been awarded “Best Caterer” from the prestigious wedding website, On the Knot. There is not a weekend that you do not see our trucks on the highway from New York to all corners of Connecticut.
We will miss all of you as you have been family to us. Being in Bridgeport for forty years, we have been fortunate to know generations of customers. From your parents bringing you to Taco Loco has a child, to your first date, to your engagement, to your children, and now your grandchildren. We have lived life with you and you with us, enjoying your company every step of the way. We have also employed so many wonderful, amazing, hard working, and truly thoughtful employees. With every plate they either created or served, they carried the love of our restaurant to you. We will always be grateful to them.
When we moved Taco Loco to the Black Rock neighborhood in 1989, we felt at home living above the restaurant. We raised Zach there, and ran like hell to get the restaurant off the ground. But, as we have gotten older, we can’t keep up with Zach! We know we leave a strong and successful food truck catering business in the very best hands, and that Zachary’s enthusiasm and incredible work ethic, will continue giving all of you the very best. When we purchased our first food truck in 1988, we were the only Mexican food truck in Connecticut. Our fleet has grown, and it is a complete joy to see Zachary manning the wheels.


What does it look like going forward? We will operate the restaurant until Friday, April 29th. Please stop by and see us. Then, new, successful restaurant owners are moving in with a Columbian Latin cuisine. This restaurant will be called Parchados en La Fonda. Zach will move the Taco Loco fleet to a new prep kitchen location and continue to cater from there.

Fire Destroys Historic Building in Seymour

On Wednesday April 20, 2022 at approximately 1416 hours, the Seymour Fire Department was dispatched to 4 Bank Street for the reported structure fire. Crews responded and arrived on scene within minutes. Initial interior attack crews were met with heavy fire conditions and were able to make a push and advance to the seat of the fire. During this time conditions began to deteriorate above them and fire traveled throughout the common cockloft above the businesses. At this point a decision wasmade to go to a defensive attack (surround and drown).


Assistance was received from our Mutual aid partners with Ansonia, Derby, Oxford, Beacon Falls, and Bethany Fire Departments. Seymour EMS with the assistance of VEMS and Ansonia Rescue Medical Assisted. Approximately 150 Firefighters battled the blaze over a five hour period.


The building was a total loss. Two firefighters were treated on scene for minor injuries and one tenant was evaluated. The Fire is under investigation by the Seymour Fire Marshal’s Office with the assistance of the Seymour Police Department, as well as representatives of the CSP Fire and Explosion Investigation Unit. Preliminary findings appear to indicate that this fire was a result of a store employee accidentallyigniting wax while polishing some merchandise. The investigation will be ongoing.

CAA Makes Play for the Authority to Seize Land Surrounding Airports

 

Legislation Would Allow CT Airport Authority to use Eminent Domain to Expand Sikorsky Memorial Airport through Land Seizure 

STRATFORD – Mayor Laura R. Hoydick is calling out the Connecticut Airport Authority on legislation they are pushing before the Connecticut General Assembly which would transfer the powers of eminent domain relative to airports from the State’s Department of Transportation to the Connecticut Airport Authority.   

The legislation, HB 5308, An Act Implementing the Recommendations of the Connecticut Airport Authority and Changes to the Board of Directors of Tweed-New Haven Airport Authority, has received a joint favorable approval from the legislature’s Transportation Committee, and awaits action by the House of Representatives.  CAA Executive Director Kevin Dillon testified in support of the bill when it was before the committee. 

“This is precisely what we have been warning about with regard to the interest of the CAA in their effort to obtain the Sikorsky Memorial Airport from Bridgeport through a non-public process,” said Stratford Mayor Laura R. Hoydick. “The CAA has stated they are interested in obtaining the Sikorsky Memorial Airport and restoring passenger service there, yet the runway length is insufficient for them to do that.  At the same time they are pushing this bill to obtain eminent domain authority.  It certainly seems that their intention is to expand those runways through land seizure into Stratford residential neighborhoods or environmentally sensitive marshlands surrounding the airport to accomplish their goal.  This would be key to their vision of competing with Tweed Airport in New Haven.  Why else would they seek to take the powers of eminent domain from DOT?” 

In addition to granting the CAA new powers, the legislation also removes powers from municipalities.  Under this proposal, a municipality would have to ask the CAA for authority to purchase an airport, an authority they do not currently have but seem to be imposing. 

Sikorsky Memorial Airport is located entirely within the territorial boundaries of the Town of Stratford, but has been owned by the City of Bridgeport since 1937.  Last month, when the City of Bridgeport revealed they intended to sell the Airport to the Connecticut Airport Authority without a public bidding process, Mayor Hoydick publicly expressed a desire for Stratford to have an opportunity to purchase the airport to control the kind of development that would take place there, protect the sensitive environmental conditions near the airport, and promote the interests of Stratford and Bridgeport residents living in the area as well as the interests of the region while complimenting activity at Tweed as opposed to competing against it.  

The current regular legislative session of the Connecticut General Assembly concludes on Wednesday, May 4th, 2022.
