GOVERNOR LAMONT: FLAGS LOWERED TO HALF-STAFF IN HONOR OF QUEEN ELIZABETH II

(HARTFORD, CT) – Governor Ned Lamont today announced that – in accordance with a proclamation from President Joseph R. Biden, Jr. directing flags to be lowered throughout the country as a mark of solemn respect for the memory of Queen Elizabeth II – he is directing U.S. and state flags in Connecticut to be flown at half-staff beginning immediately until sunset on the date of interment.

Accordingly, since no flag should fly higher than the U.S. flag, all other flags, including state, municipal, corporate, or otherwise, should also be lowered during this same duration of time.

The Office of the Governor will send out a notification when flags should be returned to full-staff.

CONNECTICUT OFFICE OF EARLY CHILDHOOD’S CARE 4 KIDS PARENT PORTAL NAMED FINALIST FOR NATIONAL INFORMATION TECHNOLOGY AWARD

The National Association of State Chief Information Officers (NASCIO) has named the Connecticut Office of Early Childhood’s innovative and family-friendly Care 4 Kids Parent Portal as a finalist in its highly competitive 2022 State IT Recognition Awards. The awards showcase the use of information technology by states and territories to connect residents more easily to their government.

The National Association of State Chief Information Officers (NASCIO) has named the Connecticut Office of Early Childhood’s innovative and family-friendly Care 4 Kids Parent Portal as a finalist in its highly competitive 2022 State IT Recognition Awards. The awards showcase the use of information technology by states and territories to connect residents more easily to their governments.lies, including prescreening for eligibility determination, an online application for the program, and the ability to electronically upload required verifications and other documentation. Families can easily access the Parent Portal through any internet-connected desktop computer or mobile device.

In addition to the ease-of-use benefits the portal provides families, it has also improved the ability of the Office of Early Childhood to administer the program by automating several manual processes and reducing paper and printing costs. Since launching the portal, the office has seen a 50% reduction in phone calls, a 52% reduction in incomplete applications, and a 24% reduction in illegible applications.

The portal aligns with the Lamont administration’s efforts to build an all-digital state government and increase the number of digital tools available for residents and businesses to connect with services administered by the state.

Governor Lamont said, “From the Department of Motor Vehicles to the Office of Early Childhood, our administration continues to implement changes that make state services available digitally and accessible more quickly and efficiently, allowing residents to spend more time with their families, on their careers, and enjoying our great state. The Office of Early Childhood’s national recognition continues to prove Connecticut as a leader when it comes to digital government. Ansonia News: Homicde Arrest

Ansonia News: Homicide Arrest, 2022, the Ansonia Police Department arrested Andrew Spino, age 34, for his involvement in the 2011 homicide of Isaia Hernandez in the parking lot of the Xtra Mart on Wakelee Avenue in Ansonia. Spino was extradited from Hawaii, where he was in jail on unrelated charges, back to Connecticut with the assistance of the United States Marshal Service. Spino’s arrest is the third arrest in the case, Elijah Stanford and Luis Marquez were both arrested in March and May of 2021. This is expected to be the last arrest in the investigation#Ansonia CT–On September 7, 2022, the Ansonia Police Department arrested Andrew Spino, age 34, for his involvement in the 2011 homicide of Isaia Hernandez in the parking lot of the Xtra Mart on Wakelee Avenue in Ansonia. 2021 PRESS RELEASE FOR STANFORD MARQUEZ ARRESTS

On Tuesday May 4, 2021, the Ansonia Police Department with the assistance of the United States Marshal’s Fugitive Task Force and Waterbury Police Department took Luis Marquez into custody in Waterbury for the March 16, 2011 homicide of Isaia Hernandez at the Xtra Mart on Wakelee Avenue in Ansonia. This was the second arrest in the homicide investigation; on March 11, 2021, Elijah Stanford was arrested for his involvement in the homicide. The Ansonia Police Department has a third arrest warrant in this homicide investigation, the suspect is currently incarcerated and will be arrested at a later date.

Luis Marquez, age 29, of Naugatuck was charged with Felony Murder, Robbery First Degree and Conspiracy to Commit Robbery First Degree. Marquez was held on a $500,000.00 bond and will be arraigned at Milford Superior Court on May 4, 2021.

Elijah Stanford, age 29, of Willimantic was charged with Felony Murder, Robbery First Degree and Conspiracy to Commit Robbery First Degree. Stanford was arraigned at Milford Superior Court, released on a $500,000.00 bond and his next court date is May 25, 2021 at Milford Superior Court.

The investigation into the homicide of Isaia Hernandez began on March 16, 2011 at 6:10 P.M. when the Ansonia Police Department received a complaint of a person shot in front of the Xtra Mart on Wakelee Avenue. Isaia Hernandez was found in the parking lot of Xtra Mart by the gas pumps, he was shot multiple times, and he was transported to the hospital where he died from the gunshots. The investigation led by Detective Stephen Adcox, determined that Hernandez was inside his car in the Xtra Mart lot with Luis Marquez and Elijah Stanford when Marquez and Stanford robbed and shot Hernandez. Hernandez, Marquez and Stanford all exited the car with Hernandez collapsing in the parking lot while Marquez and Stanford ran down Church Street. Through the persistence of Detective Adcox and his continued investigation, three arrest warrants were obtained for all the suspects involved in the homicide.

APPLICATION OF AQUARION WATER COMPANY TO AMEND RATE SCHEDULE

Westport, CT – Westport Officials have been notified that Aquarion Water Company recently-filed a rate case before the Public Utilities Regulatory Authority (PURA).  The proceeding, PURA Docket No. 22-07-01, Application of Aquarion Water Company of Connecticut to Amend its Rate Schedule, was initiated on July 1, 2022 when Aquarion Water filed a Notice of Intent, and continues with the receipt of the company’s formal application, which was filed on August 29, 2022. 

A regulated utility may recover costs incurred to provide safe, reliable service plus a reasonable rate of return. Such utilities may file an application with PURA with proposed amended distribution rates, which initiates a rate case.  PURA has 200 days to complete a water utility rate case, whereby the final step includes a decision that will be voted on by the three PURA commissioners. Parties in the rate case include the Department of Energy and Environmental Protection (DEEP) and the Office of Consumer Counsel (OCC), along with other interested parties that may include municipalities and organizations representing specific classes of customers.

WESTPORT POLICE ARREST TWO AFTER CAR STOP/FOOT PURSUIT WESTPORT POLICE ARREST TWO AFTER CAR STOP/FOOT PURSUIT

2022-09-07@9:40am– #Westport, CT– 9/7/2022) An officer conducting traffic enforcement on the Sherwood Island Connector pulled a car over for a motor vehicle violation. Upon approaching the car, the officer saw that there were four men inside. As the driver was retrieving paperwork from the glove compartment, the officer observed a plastic bag that contained several red capsules. He knew that capsules of that type are typically used to package crack cocaine. At this point, the officer called for additional units to assist him with this investigation. Seconds later, the person sitting in the front passenger seat ran from the vehicle and fled into the woods adjacent to the commuter parking lot. The officer chased the individual and saw him discarding items as he ran. The passenger was taken into custody after a brief struggle with officers. The other three occupants remained with the car and did not attempt to flee. The evidence that the passenger discarded during the foot chase was suspected narcotics and a scale. The suspected narcotics were tested and determined to be cocaine and crack. Both were mixed with fentanyl. The crack cocaine weighed twelve grams and the cocaine weighed sixty grams. The passenger who ran was charged with Possession of a Controlled Substance With Intent to Sell, Illegal Operation of a Drug Factory, Possession of Drug Paraphernalia, Tampering With Evidence, Assault on a Public Safety Officer, and Interfering With an Officer. He is currently being held on a $75,000.00 bond. The driver was charged with Possession of a Controlled Substance With Intent to Sell, Possession of Drug Paraphernalia, Interfering With an Officer, Criminal Impersonation, Misuse of a License Plate, Operating an Unregistered Motor Vehicle, Operating a Motor Vehicle Without Insurance, Illegal Tinting, and Operating Without a License. He is currently being held on a $51,000.00 bond. The rear passengers were not charged. However, one was taken into custody as he had outstanding warrants in other jurisdictions. The identities of the two parties arrested will be released at a later time, as the investigators are still working on confirming their identities.
