GOV. MALLOY: STATE WILL ACCEPT ASSAULT WEAPON AND LARGE CAPACITY MAGAZINE APPLICATIONS SUBMITTED BUT NOT RECEIVED BY DEADLINE

(HARTFORD, CT) – Governor Dannel P. Malloy today announced that the Department of Emergency Services and Public Protection (DESPP) will accept and process the applications to register assault weapons and large capacity magazines that are believed to have been submitted to the state agency by the statutory deadline but were not received by that date.

 

In a letter to DESPP Commissioner Dora B. Schriro , Governor Malloy’s General Counsel Luke Bronin informed the commissioner that after consulting with the Office of the Attorney General, he has concluded that the agency has the discretion to accept applications received after January 1, 2014, if the department has reason to believe that an applicant attempted to submit the paperwork by the statutory deadline for reasons beyond the control of both the applicant and DESPP.

 

Bronin clarified, “For example, if an application to register a weapon was signed and notarized on or before January 1, 2014, or an application to register a high capacity magazine was signed and accompanied by an affidavit that was dated on or before such date, the department may treat such applications as timely submissions.  Similarly, if the department has reason to believe that an application was deposited in a mailbox or at a post office on December 31, 2013, but the post office closed early or did not collect the deposited mail that day, then that application may be deemed a timely submission.”

 

In response, Commissioner Schriro today informed legislative leadership

that the agency will accept the applications “if the Department has a reasonable belief: (1) that an applicant complied with the terms of the act by attempting to submit the application on or before January 1, 2014, and (2) that the application was not received by DESPP by that deadline due to circumstances beyond the applicant’s control.”

 

Accordingly, DESPP will accept 160 Assault Weapon Certificate Applications signed and notarized on or before January 1, 2014 and postmarked by January 4, 2014.  The agency will also accept 398 Large Capacity Magazine Declarations signed and notarized (when warranted) on or before January 1, 2014 and postmarked by January 4, 2014.
DESPP will contact the persons who submitted applications and declarations that were signed and notarized after the January 1, 2014 deadline to advise them of the four means by which the weapons and ammunition should be disposed.

A former college professor who served in the Georgia State House of Representatives, and a strong conservative voice, and a staunch defender of unborn children, Dr. Alveda King is a recipient in 2011 of the Life Prize Award, the Cardinal John O’Connor Pro-Life Hall of Fame Award from the Legatus organization and the Civil Rights Award from Congress of Racial Equality (CORE), both in 2011. Dr. King is the full-time Pastoral Associate of African-American Outreach for the Roman Catholic pro-life group, Priests for Life and once served as a Senior Fellow at the Alexis de Tocqueville Institution, a conservative Washington, D.C. think-tank. Swim Across the Sound Salutes Fire Chief

“A local name that carries a special ring is Felner. Each year, St. Vincent’s Foundation presents the David Felner Caregiver Award at the Sports Gala to a First Responder who has shown outstanding care and compassion for cancer patients.  The award is named in honor of the former Stratford Firefighter who passed away from cancer in 2002.

 

This year, St. Vincent’s Foundation surprised David’s parents, Fairfield Fire Chief Richard Felner and his wife Linda, by presenting them with the prestigious award.  The Foundation’s executive director, Lyn McCarthy stated, “Dick and Linda Felner have been at the heart of this event from its inception 11 years ago.  They were inspiring caregivers to their son, and to so many others in the community.  Thanks to Dick and Linda Felner, we at St. Vincent’s SWIM Across the Sound, have been able to provide much needed support and assistance to so many First Responders.  We are sincerely grateful for the legacy they have shared by allowing us to honor their son all these years.”

 

The Felners were both honored and humbled by the award.  Chief  Felner stated it never crossed their minds that he and his wife would be chosen, but to be presented an award in memory and in the name of their son carried deep meaning for them.

 

Numerous First Responders who attended the event stated that the event was particularly inspiring and personal for them.“

Shelton News: 12th annaul Vally Has a Heart Spooner House

( Shelton , CT February 17, 2014) – The 12th annual Valley Has a Heart Spooner House

food collection will be held on Saturday, Feb. 22 from 9 a.m. to 2 p.m. at three Stop & Shop stores in the lower Naugatuck Valley : Ansonia , Seymour and Shelton . The goal is to gather enough non-perishable food to last for at least two months and $3,000 in cash to use for restocking the shelves as needed during the cold winter months. The website linked above and also listed below has a list of the most needed food items this year.

“Food stocks always get depleted during the holidays and also when storms impact the area, explained Susan Agamy, Executive Director of Spooner House. “We are in need of generous contributions right now for restocking considering the issues of the past few weeks. Providing healthy meals for families is an important topic these days, so I wanted to let our hundreds of donors know that our food bank always tries to be sure each recipient receives a balanced package of food, with the proper mixture of food groups, so they will have sustainable lives.”
This year Spooner House is happy to again have Stop and Shop as the marquee sponsor for the Valley Has a Heart drives. The Stop & Shop stores where donations can be made are at 100 Division Street in Ansonia , 15 Franklin Street in Seymour and 898 Bridgeport Avenue in Shelton . Non-profit Area Congregations Together, Inc. (ACT) was formed in 1979 to help fill gaps in the Naugatuck Valley ’s social service network. Today, Spooner House is operated by ACT and is a facility that provides food, shelter and support services to approximately 200 men, women and children each year.  More than 6,000 individuals have been served by the Food Bank this past year, comprising over 130,000 meals. Spooner House is recognized as one of the most comprehensive emergency shelter programs in Connecticut and through its food bank provides a week’s supply of groceries each month to participating families throughout the Naugatuck Valley . Stratford News: Sikorsky contract modification presidental

#Stratford CT–Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $10,906,165 modification to an existing delivery order against a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-07-D-0004) for security and integrated logistic support in support of the VH assistant program manager for logistics for the VH-3D and VH-60N presidential helicopters.  Work will be performed in Stratford, Conn. (88 percent) and Quantico, Va. (12 percent), and is expected to be completed in November 2014.  Fiscal 2014 operations and maintenance, Navy contract funds in the amount of 10,906,165 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.
