Milford News: I-95 Shooting and Stabbing

UPDATE: Witnesses at Yale New Haven Hospital said a man named Alberto was brought in to the emergency room (his name was mentioned many times) and was shot in the face. He allegedly stabbed the person who shot him in the face.

9:50pm–#cttraffic–#Milford CT–There was a shooting and stabbing that occurred on I-95 exit ramp at exit 41 (traffic cameras are turned off).  According to radio reports a person got off exit 41 and started shooting at a gray car on the highway.  The shooter is a white male in a white t-shirt.  Major crimes squad has been dispatched to the scene.  Traffic cameras from exit 40 to Long Wharf have been turned off so I don’t know if the highway is shut down or not.

Police Pursuit Starting in Westport Ends in Trumbull

UPDATE: Rafael Vasquez, 25 of 181 Hampton Street, Hartford was arrested when the  stolen vehicle he was riding in was spotted driving erratically near exit 18 in Westport.  State Police attempted to pull the car over but lost sight of it near exit 16.  Police learned the vehicle was stolen out of Mamaroneck, New York which lead to speculation from reporters that it may have been one of the escaped convicts from Clinton Correctional Facility on June 6.  State Police fielded calls from People Magazine afterwards.

 

Westport Police picked up the pursuit on Route 1 heading towards Fairfield and Fairfield Police entered the chase when they entered their town.  The black Honda Civic then got on I-95 northbound at exit 19 where State Police rejoined the pursuit. The car then exited at exit 26 and Bridgeport Police became involved in the chase who then broke off the pursuit when it entered Stratford which Stratford Police gave chase through their town an onto the Merritt Parkway.

 

The Honda then was involved in a 2 car accident on the Merritt Parkway near exit 53.  The car then proceeded into Trumbull streets, reentered the Merritt Parkway at exit 48.  The Honda then got into another 2 car crash at exit 50.  The accident caused it to spin out of control and strike a guard rail.  Trumbull Police attempted to box him, the driver attempted to continue striking a Trumbull Police car.  The suspect was then taken into custody and transported to Troop G State Police barracks for processing.  He is being held on a $50,000 bond for charges of reckless driving, engaging police in pursuit, evasion of property and/or physical damage, driving without a license, 3rd degree larceny, interferring/simple assault on a police officer and assault of Public Safety, Emergency Medical, Health Care, or Public Transit Personnel.

 

10:00am- ish-#Westport CT–A police pursuit starting in Westport ends in a crash in Trumbull.  A man in a stolen vehicle took Westport, State Police, Fairfield, Stratford and Trumbull Police on a high speed pursuit.  The pursuit was on local Westport Roads, I-95 and Merritt Parkway.   Speeds at times reached 100 mph.  The car crashed in Trumbull near exit 49 on the Merritt Parkway.  Police tell me he crashed into a number of cars in Trumbull and that the car was stolen out of New York.

Malloy: “Undocumented” Immigrants Can Attend State Colleges

(HARTFORD, CT) – Governor Dannel P. Malloy today announced that he has signed into law legislation that improves access to higher education opportunities for Connecticut residents by allowing the children of undocumented immigrants to attend state institutions of higher education and pay the in-state tuition rate if the student has attended a Connecticut high school for at least two years and has graduated from a Connecticut high school.  Under prior law, students were required to attend a Connecticut high school for at least four years.

 

“By making in-state tuition available to more students and expanding access to college, we will be bolstering Connecticut’s labor market by adding new, professional workers to our workforce – the type of residents that attract employers who are looking to fill the high-skilled, good-paying jobs that are needed compete in a 21stCentury economy,” Governor Malloy said.  “Expanding education opportunities and delivering more access to a degree will ultimately support our overall economy, and again show employers that Connecticut has some of the best trained, best educated workers in the nation.”

New Cellphone Tower Bill

Under a new law passed during the 2015 Legislative Session, municipalities and local residents will no longer have to foot the bill to hold a public information meeting on a proposed cell tower – the applicant will.

Sen. Tony Hwang (R-28), a leading proponent of greater local control, accountability and transparency in cell tower decisions, was a co-sponsor of the legislation (Public Act No. 15-186).

 

“It is absolutely essential that residents who live near a proposed cell tower are engaged in the process early and in a meaningful way that is open, inclusive and respectful,” Sen. Hwang said. “I am thankful this law provides a funding mechanism that helps achieve that for our neighborhoods without placing a financial burden on our already tight municipal budgets.”

 

The Connecticut Siting Council, a quasi-governmental agency, has sole jurisdiction in these matters. And while the Council painstakingly reviews proposals to ensure they meet a strict set of legal criteria, of the last 146 cell tower applications received, 113 were approved, 12 were denied, and 21 were withdrawn. In other words, three out of four cell tower applications are approved.

“That’s why it is essential to have stakeholders – both the applicant and the public – come together to address any potential issues and work together prior to the submission of an application,” Sen. Hwang said. “We need to employ a proactive approach.”

 

Indeed, a groundswell of grassroots involvement led to coordinated community efforts that helped thwart at least two cell tower proposals within the past year – one in the Green’s Farms section of Westport and another near the branch public library in Fairfield. While the Fairfield proposal was withdrawn, the one in Green’s Farms is still, unfortunately, an ongoing possibility, Sen. Hwang noted.

 

“I believe we all recognize the need for cell phone companies to increase their capacity to meet growing demand, but we must work together to create an equitable balance between their needs as businesses and our rights and responsibilities as citizens to ensure the health and safety of people and our environment,” Sen. Hwang said. “Once again, I’m confident that this new law puts us further down that path.”

 

The new law builds on one Sen. Hwang co-sponsored in 2012, when he was a state Representative. That law, Public Act 12-165, expands the factors the Siting Council must consider when approving cell towers; prohibits the Council from approving a telecommunications tower’s installation within 250 feet of a school or commercial child day care center; and requires telecommunications tower developers to consult with municipalities that may be affected by the location of a tower at least 90 days before applying to the Council.

Milford News: Smoke Condition in Restaurant

12:11pm–#Milford CT–Firefighters on scene at Gusto Italian Restaurant at 255 Boston Post Road.  There is an odor of electrical burning and the dining room is filled with smoke according to radio reports.  Health inspector and UI requested to the scene.
