Governor Community Forum in Norwalk Wednesday

(HARTFORD, CT) – Governor Dannel P. Malloy today said that he is looking forward to holding the first event in this year’s series of gubernatorial community forums in Norwalk on Wednesday evening, saying that the forum is an opportunity to discuss his agenda for the future with state residents.  In particular, he said he would like to discuss the responsible management of the state’s finances, efforts to support job growth, proposals to increase universal access to pre-kindergarten and make higher education a little more affordable, and a proposed increase the state’s minimum wage.

The event will be held Wednesday, February 19, 2014, from 7:00 to 8:00 p.m. in the Community Room of Norwalk City Hall (125 East Avenue).  Residents who would like an opportunity to ask a question should arrive prior to the start of the event to submit their names on a sign-up sheet.  The forum is open to the public and tickets are not necessary.

Dates and locations for additional community forums throughout the state will be announced during the coming weeks as each event is scheduled.  Governor Malloy has held these forums each year since his inauguration in 2011, speaking with hundreds of citizens on a comprehensive range of topics.

STATE HOLDS MERRITT PARKWAY TRAIL STUDY MEETING

First Selectman Mike Tetreau announced today that the Connecticut Department of Transportation

(DOT) is holding a public informational meeting on the Merritt Parkway Multi-Use Trail Feasibility

Study on Tuesday, February 25, 2014 at 7 pm in the Team Room at Roger Ludlowe Middle School,

689 Unquowa Road. Signs will be posted in the lobby for the public directing them to the Team

Room. There is ample parking.

All members of the public are invited to learn about the current status of the study, which includes a

presentation of a conceptual design, and to help the DOT gather local input and concerns regarding

a multi-use trail through the Merritt Parkway right-of-way in Fairfield.

In April, 2012, DOT held a workshop in Fairfield to provide a general overview of the study which

was developed to examine the feasibility of a multi-use trail along the 37.5 mile Merritt Parkway.

DOT interacted with the audience to assess the trail concept and collect input regarding local areas

of concern as well as suggestions for improvements. According to DOT, the 2012 workshops were

held to “provide the most compatible route for a path through the corridor based on environmental

considerations and community input.”

Following information gathered from workshops held in 2012 with many of the towns located along

the Merritt Parkway, the DOT developed a conceptual design for the multi-use trail which will be

presented at the February 25, 2014 meeting. According to the DOT, the conceptual design will

outline treatment strategies for screening private properties, wetland crossings, side road crossings,

and elements such as fencing and signage.

The goal of this informational meeting is for the DOT to identify areas which may require further

consideration and finalize information to be included in the environmental assessment.

First Selectman Tetreau said, “I encourage members of our community to attend this meeting to

learn about the study and conceptual design and to provide comments and ask questions.”

The DOT is holding similar meetings in towns along the Merritt Parkway starting this month. For

GOV. MALLOY: STATE WILL ACCEPT ASSAULT WEAPON AND LARGE CAPACITY MAGAZINE APPLICATIONS SUBMITTED BUT NOT RECEIVED BY DEADLINE

(HARTFORD, CT) – Governor Dannel P. Malloy today announced that the Department of Emergency Services and Public Protection (DESPP) will accept and process the applications to register assault weapons and large capacity magazines that are believed to have been submitted to the state agency by the statutory deadline but were not received by that date.

 

In a letter to DESPP Commissioner Dora B. Schriro , Governor Malloy’s General Counsel Luke Bronin informed the commissioner that after consulting with the Office of the Attorney General, he has concluded that the agency has the discretion to accept applications received after January 1, 2014, if the department has reason to believe that an applicant attempted to submit the paperwork by the statutory deadline for reasons beyond the control of both the applicant and DESPP.

 

Bronin clarified, “For example, if an application to register a weapon was signed and notarized on or before January 1, 2014, or an application to register a high capacity magazine was signed and accompanied by an affidavit that was dated on or before such date, the department may treat such applications as timely submissions.  Similarly, if the department has reason to believe that an application was deposited in a mailbox or at a post office on December 31, 2013, but the post office closed early or did not collect the deposited mail that day, then that application may be deemed a timely submission.”

 

In response, Commissioner Schriro today informed legislative leadership

that the agency will accept the applications “if the Department has a reasonable belief: (1) that an applicant complied with the terms of the act by attempting to submit the application on or before January 1, 2014, and (2) that the application was not received by DESPP by that deadline due to circumstances beyond the applicant’s control.”

 

Accordingly, DESPP will accept 160 Assault Weapon Certificate Applications signed and notarized on or before January 1, 2014 and postmarked by January 4, 2014.  The agency will also accept 398 Large Capacity Magazine Declarations signed and notarized (when warranted) on or before January 1, 2014 and postmarked by January 4, 2014.
DESPP will contact the persons who submitted applications and declarations that were signed and notarized after the January 1, 2014 deadline to advise them of the four means by which the weapons and ammunition should be disposed.
