Number of Prisoners Aged 18-21 Drops 51% Over Six Years

 

(State of CT Press Release)  Today OPM’s Criminal Justice Policy and Planning Division released additional information on trends in the state’s prison population.

 

  • On July 1, 2015 Connecticut had 1,011 inmates aged 18-21, down from 2,067 on July 1, 2009, a 51% decrease.  The reduction has been constant each year since 2009 and allows Connecticut to plan for a lower total prison population in the years to come.
  • There has been a similar decline in the number of inmates aged 22-29, but the drop has not been as steep as that of the younger cohort.
  • The number of older inmates has been relatively constant over that same period, fluctuating between 5,400 and 5,600.
  • Inmates under the age of 18 has dropped from 332 in 2009 to 82 in 2015, a decrease of 75%.  Much of this is due to the “Raise the Age” initiative that took full effect in July, 2012.
  • The dramatic decline in younger adult inmates tracks the decline in the number of arrests of persons 18-21.  Between 2009 and 2013, the last year we have complete data for arrest by age, the drop was 38%.

This is encouraging for two reasons:  First, crime committed by the youngest adults seems to be dropping more rapidly than crime committed by older offenders, presumable due to the success of reform initiatives such as “Raise the Age” and a variety of school-based diversionary options and second, since most crime is committed by a relatively small number of career criminals; fewer younger offenders entering the system and beginning a life of crime means significantly less crime in the future.

 

The charts below illustrate the changes in inmate population by age cohort and the changes in total arrests by age cohort.

Esto es alentador, por dos razones: En primer lugar, los delitos cometidos por los adultos más jóvenes parece estar disminuyendo más rápidamente que el crimen cometido por delincuentes mayores, presumiblemente debido al éxito de las iniciativas de reforma como “aumentar la edad” y una variedad de la escuela basada en opciones y segundo de distracción, ya que la mayor delito es cometido por un número relativamente pequeño de criminales de carrera; un menor número de delincuentes jóvenes que entran en el sistema y comienzan una vida de crimen significa mucho menos crimen en el futuro.

Fairfield News: Melville Mallard Rescue

12:02pm–#Fairfield CT–Just after noontime a passerby noticed baby ducks that had fallen in a storm drain in the Warde High School parking lot on the Knapps Highway side.   Firefighters used a milk crate attached to a rope  and small brooms to nudge them into the crate.  They continued ducking firefighters even after their capture  slipping from their grasp.  Eventually the firefighters were able to return them to the waiting mama duck.  The town will put the charges on the mother’s bill, they do not suspect fowl play……..

Bridgeport News: Detectives Arrest Suspect In Shooting

#Bridgeport, Conn. (July 14, 2015 Press Release) — Detectives arrested a city man today in connection with a shooting Friday on Reservoir Avenue. Investigators charged Malcolm Dukes, 21, of Bridgeport, with criminal attempt at murder, first-degree robbery and gun-related charges.

Investigators determined that Dukes, the victim and one of the victim’s friends arranged to meet for a drug transaction. The victim, a 23-year-old Monroe man, was shot in the shoulder when Dukes attempted to rob him.

The shooting happened at approximately 7:15 p.m. in the area of Reservoir Avenue and Alba Avenue. Police located the victim, who drove himself to a nearby gas station, and his friend a short distance away.  Neither man lives in Bridgeport.  Based on accounts to investigators, the men were attempting to purchase drugs and the victim was shot when the drug dealer attempted to rob them. Detectives Art Calvao and Martin Heanue were able to identify Dukes as the suspect and secured the warrant.

Los detectives arrestaron a un hombre de la ciudad hoy en día en relación con un tiroteo el viernes en Reservoir Avenue. Los investigadores pagan Malcolm Dukes, de 21 años, de Bridgeport, con intento criminal en el asesinato, el robo en primer grado y cargos relacionados con armas.

Bridgeport News: Street Fight

8:19pm–#Bridgeport CT–Report to two women fighting in the 200 block of Lafayette Street near University Avenue.  One is using a cane the other a broom, there are also children on scene according to radio reports.  Now I’m just reporting what the radio said, I’m not on scene and won’t be going on scene to verify the information.

Bridgeport News: House Fire

4:40pm–#Bridgeport CT–Firefighters quick response time kept a fire from quickly spreading to the rest of the house at 148 Anson Street.  The fire was on the third floor.  Firefighters did a search and found no one inside the home.  Firefighters had it quickly contained but hots spots in the insulation remained until the removed it from the home.  The fire marshal was called to investigate.
