Norwalk News: Pursuit Arrest

In a story I told you minutes after it happened Norwalk Police Department Combined Dispatch received a complaint of an attempted carjacking on Bouton Street. Suspects were believed to be traveling in a silver BMW. Several minutes later, on December 12, 2019 at 12:09 AM, a second 911 call was received reporting that two males armed with handguns stole a vehicle and personal items from a victim who had just arrived home in the area of Kettle Road. Soon after, Westport police officers spotted a silver BMW, traveling northbound on I-95 in the area of Westport. The vehicle was stopped in Fairfield with assistance from Westport PD, Fairfield PD, and Connecticut State Police. The vehicle was found to have been stolen out of New Haven on December 11, 2019. Two adults and one juvenile were taken into custody. A handgun was recovered from the vehicle. The juvenile was found to be in possession of counterfeit US Currency and an item belonging to the victim. The carjacked vehicle has not yet been located. The Norwalk Police Detective Bureau has taken over the investigation. Protecting Online Data

#WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) joined U.S. Senator Brian Schatz (D-Hawaii) who led a group of senators in reintroducing legislation to protect people’s personal data online. The Data Care Act would require websites, apps, and other online providers to take responsible steps to safeguard personal information and stop the misuse of users’ data.

“I have heard countless times from constituents who fear their personal information can be easily accessed, or worse, stolen and used against them. This legislation would require tech companies to do a better job protecting the sensitive information we entrust them with every day, and I hope to see it pass soon.” said Murphy.

“People have a basic expectation that the personal information that is collected by websites and apps is well-protected and won’t be used to harm them. Just as doctors and lawyers are expected to protect and responsibly use the personal data they hold, online companies should be required to do the same. Our bill will help make sure that when people give online companies their information, it won’t be abused,” said Schatz.

Doctors, lawyers, and bankers are legally required to exercise special care to protect their clients and not misuse their information. While online companies also hold personal and sensitive information about the people they serve, they are not required to protect consumers’ data. This leaves users in a vulnerable position; they are expected to understand the information they give to providers and how it is being used – an unreasonable expectation for even the most tech-savvy consumer. By establishing an explicit duty for online providers, Americans can trust that their online data is protected and used in a responsible way.

Joining Murphy and Schatz in reintroducing this legislation are U.S. Senators Michael Bennet (D-Colo.), Catherine Cortez Masto (D-Nev.), Ed Markey (D-Mass.), Tammy Duckworth (D-Ill.), Tammy Baldwin (D-Wis.), Joe Manchin (D-W.Va.), Dick Durbin (D-Ill.), Sherrod Brown (D-Ohio), Cory Booker (D-N.J.), Amy Klobuchar (D-Minn.), Maggie Hassan (D-N.H.), Martin Heinrich (D-N.M.), Patty Murray (D-Wash.), and Bernie Sanders (I-Vt.).

The Data Care Act establishes reasonable duties that will require providers to protect user data and will prohibit providers from using user data to their detriment:

·         Duty of Care – Must reasonably secure individual identifying data and promptly inform users of data breaches that involve sensitive information;

·         Duty of Loyalty – May not use individual identifying data in ways that harm users;

·         Duty of Confidentiality – Must ensure that the duties of care and loyalty extend to third parties when disclosing, selling, or sharing individual identifying data;

·         Federal and State Enforcement – A violation of the duties will be treated as a violation of an FTC rule with fine authority. States may also bring civil enforcement actions, but the FTC can intervene. States and the FTC may go after both first- and third-party data collectors.

·         Rulemaking Authority – FTC is granted rulemaking authority to implement the Act.

Books Over Coffee

The Stratford Library “Books Over Coffee” program concludes its 2019 series with a discussion of New Milford author Terri-Lynne DeFino’s popular novel, The Bar Harbor Retirement Home for Famous Writers (And Their Muses), on Wednesday, December 18th at noon. The program, guest hosted this month by Kathleen Faggella and featuring the author, is free and open to the public.

Terri-Lynne DeFino’s novel is a whimsical, moving story about a retirement home for literary legends who spar, conjure up new stories, and almost magically change the lives of the people around them.  DeFino will be the special guest at the discussion enlightening readers about her process and answering questions.  Autographed copies of her book will be available for purchase following the program.

 “Books Over Coffee” will be held in the Stratford Library’s Lovell Room beginning at noon on December 18th.  Readers are invited to bring a bag lunch to the program and coffee and tea is also served.  Limited reading copies of The Bar Harbor Retirement Home… are available for loan at the library’s Circulation Desk.  All “Books Over Coffee” titles are available at the Library or on Kindle eReaders for loan.  Patrons can also download the ebook or eaudiobook through the OverDrive app at the Library.  “Books Over Coffee” will continue in January 2020.  A new list of book titles will be announced soon.

Westport News: Cleaning Equipment Makes Mess During Fire

The Westport Fire Department Emergency Communications Center received a report of a fire
on the second floor of a mixed occupancy building. The fire department responded with 4
Engines, a Rescue Truck, a Shift Commander, and a Safety Officer. Arriving companies found
smoke coming from a second floor window. Engine 2 made access to the second floor and
found a jewelry cleaning machine had been inadvertently placed on a hot stove. The machine
had caught fire but was quickly extinguished. Firefighters ventilated the smoke from the
building.

The Norwalk and Wilton Fire Department’s responded to assist at the scene but were released
prior to arrival. The Fairfield Fire Department provided station coverage during the incident.
The Westport Police Department provided traffic control and Westport EMS was on standby.
The cause of the fire is under investigation by the Westport Fire Marshal’s Office.

 

Troops On The Border

#WASHINGTON, D.C. – U.S. Senator Richard Blumenthal (D-CT) released the following statement after the Department of Defense Inspector General announced a new investigation into the Trump Administration’s deployment of thousands of U.S. military troops to the southern border. Blumenthal has previously raised concerns about the politicization of the military directly with the Pentagon, specifically requesting “legal justification for the expanding mission of active duty troops deployed to the southern border,” and “training and legal guidance provided to servicemembers deployed to the border.”

 

“I welcome this investigation – accountability is long overdue,” Blumenthal said. “I have long held serious concerns about the politically motivated, potentially unlawful deployment of our servicemen and women to the southern border. Over the last two years, the Trump Administration has manipulated our military for partisan gain in a dangerous disservice to our men and women in uniform, and a threat to military readiness and our national security.”

 

In May 2019, Blumenthal led a group of nineteen senators in writing to then-Acting Secretary of Defense Patrick Shanahan raising concerns over the expanding mission of active duty servicemembers deployed to the southern border. In the letter, the senators demanded a legal justification for increased military activities at the border, including a loosening of restrictions on contact between servicemembers and migrants. In November 2018, after of active duty troops were sent to the U.S.-Mexico border in the days before the midterm elections, Blumenthal led a group of twelve senators in writing then-Secretary of Defense Jim Mattis to raise concerns regarding the “the overt politicization of the military and the lack of evidence to justify the deployment of active duty troops to confront the migrant caravan before the midterm elections.”

Westport Carjacking Ends In Fairfield

Police Update: Around midnight on 12/12/2019 a silver BMW was car-jacked at gun point in New Haven. Within thirty minutes, it is believed that the suspect(s) then drove to Norwalk and unsuccessfully attempted to car-jack a Maserati at gunpoint. The suspect(s) were then able to successfully car-jack a blue Nissan Altima at gunpoint. Norwalk PD located both vehicles (silver BMW and blue Altima) and pursued them onto I-95 northbound toward Fairfield. Westport PD and Norwalk PD were in pursuit when the BMW exited the 23 off-ramp in Fairfield, and continued immediately on the northbound entrance to I-95. (The Nissan Altima continued on I-95 north and was not located). The BMW then exited the 24 off-ramp and continued back onto I-95 southbound. After exiting again in Fairfield at exit 23, and continued on Kings Hwy. towards the center of town. A Fairfield PD officer became the second car in the pursuit behind Westport PD and the BMW was pursued through Fairfield before turning north onto North Pine Creek Rd. The BMW failed to negotiate a right hand turn from Unquowa Road onto Sturges Rd. and collided into a stone wall.

With the assistance of Westport PD and Norwalk PD, The three suspects were taken into custody. A loaded handgun was located on the floor of the vehicle where one of the suspects had been sitting. The suspects were turned over to Norwalk PD for arrest and processing. “- We would like to thank Westport PD, Norwalk PD, and New Haven PD for their unwavering assistance in the apprehension of three very dangerous felony suspects in our town. Had it not been for the coordination and teamwork of these agencies, three armed carjacking suspects would still be at large.”

 

2019-12-12@12:36am–#Westport CT–#Fairfield CT– A armed carjacking occurred in Westport and the pursuit came to an end in Fairfield on Sturgess and Unquowa Road. Speeds on the I-95 reached of 90mph. A number of Westport Police cars were rammed by the fleeing car, one cruiser had to be towed to the scene.

Stratford Fire Department Awards Ceremony

2019-12-11–#Stratford CT– Tonight, the Stratford Firefighters presented awards to firefighters who went above the line of duty as well as police and dispatchers as well as unit citations. Firefighters Steven Ash and Jacob Hall were sworn in to the department. DC/FM Brian Lampart was awarded the 30 year pin, Lieutenants Kevin Lantowsky, John Roberts and Firefighter Gregory Anderson were award a 20 year pin and Firefighter Richard Barry received a 10 year pin. Samuel Khalil of Vazzy’s Italian Restaurant was awarded the Citizen’s Award for consistent support to the Stratford Firefighters.

Bridgeport News: Juveniles Steal Car-Lead Cops On Pursuit and Manhunt

2019-12-11@7:10pm–#Bridgeport CT– Bridgeport Police attempted to pull over a stolen car at Barnum and Noble Avenue after a brief pursuit.  The suspects fled on foot which caused a manhunt in the area.  They were later discovered and detained near Park and Street.  Police spokesperson Terron Jones said the suspects were juveniles.
