Norwalk News: Murder Suicide

The Detective Bureau continues to investigate this morning’s incident with the assistance of the Office of the Chief Medical Examiner. The incident is being investigated as a family violence murder/suicide.

On March 23, 2020, at 7:35am Patrol Division Officers responded to 8 Elizabeth Street after Norwalk Combined Dispatch received a 911 hang-up call. Arriving officers found 3 deceased persons in a detached garage on the property. The Detective Bureau and Crime Scene Unit are on the scene at this time. Based upon the preliminary investigation, this appears to be an isolated incident and there is no danger to the public.

 

The victims have been identified as Gessell Moncada, age 5 and Jesus Moncada age 4, both of Norwalk. They are sister and brother. The third person found deceased was their father, Yimi Moncada, age 27 of Norwalk.

DISASTER LOANS

The U.S. Small Business Administration (SBA) has approved CT’s request asking the federal agency to issue a declaration that will enable Connecticut’s small business owners to receive economic injury disaster loans. Small businesses and nonprofit organizations in Connecticut that have been negatively impacted by the global COVID-19 outbreak are now eligible for disaster relief loans of up to $2 million from the SBA.

Small businesses with questions about this SBA loan program or other assistance provided at the state-level can call 860-500-2333 to speak directly with a Department of Economic and Community Development (DECD) representative.

Bridgeport News: Mom Bites Daughters Hand

2020-03-23@10:39pm–#Bridgeport CT– A 10-year-old girl in the 2500 block of Main Street called 911 to report her mother bit her on the hand because the child was texting using profanity.

 

Someone asked me if crime is down since the quarantine.  It is but domestic calls, (fight between family members) are on the rise.

Bridgeport News: Homicide Suspect Arrested

#Bridgeport CT–This morning, Victor Arroyo (DOB: 1/9/98 of 25 Ashley Street) was arrested and charged with the February 14, 2020 shooting death of Phillip Ingram. The evidence shows that Arroyo became upset with Ingram because he was almost struck by his car as he was walking on East Main Street. Arroyo threw a bin at Ingram’s car and brandished a gun. Ingram called 911 and followed Arroyo as he walked away, but before police could arrive, Ingram confronted Arroyo and was shot multiple times. Arroyo is charged with Murder and Carrying a Pistol Without a Permit. He is being held on a $2,000,000 bond. This arrest is the result of outstanding work by Detective Winkler and all those who assisted in the case.

 

Norwalk News: 3 Found Dead In Garage

Based upon the preliminary investigation, this appears to be an isolated incident and there is no danger to the public. Elizabeth Street remains closed to traffic. The names of the deceased are being withheld pending the notification of next of kin.

Westport Police Department Modifies Operations

#Westport CT– The Westport Police Department has always been and continues to be a service-oriented agency committed to protecting our community and prioritizing the safety of our residents and visitors. It has become apparent that the COVID-19 outbreak is an unprecedented public health crisis; one that will necessitate the modifications of our current operations in the interest of furthering the above goal. With that in mind, effective immediately and until further notice, the Westport Police Department has implemented some important changes to our current operations in the interest of protecting both our public and our officers alike from the spread of this illness.

 

We encourage those requiring our services to contact us via telephone rather than traveling to the police department in person, since under only certain special circumstances will visitors be granted access beyond the main lobby of our headquarters. Calls made to our non-emergency and emergency lines will continue to be answered as they always have been. Callers should now expect that the operator will ask a series of questions to determine the nature and details of the call in order to determine whether or not officers are required to respond. Officers will continue to respond to crimes in progress, violent offenses, and medical emergencies. If the call does not meet the criteria for response based on the screening questions but requires follow-up, the call taker will ascertain pertinent information from the caller and log the complaint. This complaint will then be assigned to an officer or detective who will then remotely conduct a follow-up investigation.

 

In addition to the above, wherever possible the Westport Police Department reminds our residents that they can also utilize our online reporting system for many non-emergency situations. Incidents that can be reported in this manner are as follows:
