On September 1, 2020 Norwalk Police were called to Flax Hill Park for an armed robbery. The victim and
a friend were in Flax Hill Park when they were approached by four individuals who robbed them at
gunpoint. A physical altercation occurred between the victims and the suspect. During this, the victim
was struck in the head with a firearm and a chain valued at $800 was pulled off the victim’s neck. The
victim sustained minor injuries during the incident.
During the investigation Detectives identified Carlye Moss as the suspect. An arrest warrant was applied
for and granted. On September 27, 2020 New York State Police arrested Moss after he was pulled over
for speeding in New Bedford, NY. Moss waived extradition and was transported back to Norwalk and
charged in relation to this case, as well as two Violation of Probation warrants.
This case was investigated by Detective Courtney Downer. Anyone with information related to this

STRATFORD, CT (October 15, 2020) — In an effort to continue encouraging residents to receive their annual flu shot, the Stratford Health Department is hosting two additional community flu clinics. The first clinic will be held on Wednesday, October 21st outside the main entrance of Bunnell High School, 1 Bulldog Blvd., from 10:00 AM – 12:00 PM. The second community flu clinic will be held on Wednesday, October 28th outside the rear entrance of the Birdseye Municipal Complex from 11:00 AM – 1:00 PM. All ages are welcome to attend these outdoor, walk-up clinics.
“It is important, now more then ever, to receive your annual flu shot” states Bernice Bova, Public Health Nurse for the Stratford Health Department, “It’s the best way to protect yourself, your family, and your community from contracting the flu.”
Attendees are asked to complete required paperwork ahead of time and bring a photocopy of their license and insurance card. Forms and flu clinic instructions can be found on www.townofstratford.com/flu. There are no appointments necessary for the flu clinic. All vaccines will be given on a first come, first served basis. The Stratford Health Department will offer the standard flu vaccine for ages 6 months and above, as well as Flublok vaccine for individuals over 18 years of age. Parents/guardians must accompany their children.
Insurances accepted for flu vaccines include Medicare Part B, Anthem BC/BS, Connecticare, Husky, Aetna, and Cigna. We do NOT accept United Healthcare and Oxford Insurances. All others will be charged a $35.00 fee for the standard flu vaccine and $70.00 for the Flublok vaccine, payable by cash or check. There will be no additional charges for children.

Westport, CT – First Selectman Jim Marpe has provided testimony to the Public Utilities Regulatory Authority (PURA) for its Public Hearing related to the investigation of Eversource’s preparation and response to Tropical Storm Isaias. Below is the filed testimony.

On behalf of the residents of the Town of Westport, and as its First Selectman, I extend my sincere thanks to the Public Utilities Regulatory Authority (PURA) for holding this hearing. I want to use this opportunity to strongly recommend the utility companies establish a better disaster response and communications standard than what was experienced during Tropical Storm Isaias.
Westporters are well aware of the destruction that Tropical Storm Isaias brought to our community. In its immediate aftermath, 97 percent of Eversource’s Westport customers (households and businesses) were without power. Trees and debris, often including utility wires, blocked roads and driveways, trapping many residents in their homes and preventing emergency response personnel from responding to potential life-threatening situations. Traffic signals were not functional, causing hazardous driving conditions for those who could venture out. Businesses and those working from home were unable to communicate due to the loss of power, cellular and WiFi services.
What was most discouraging, however, was the delay in Eversource’s make-safe process that took days to commence. Westport officials stood ready to respond, but in many instances, were paralyzed in the 48-hour period following the storm, while awaiting Eversource to make our community safe by de-energizing their downed wires. This left residents in those blocked areas stranded and helpless should a medical or life-threatening emergency occur. The most critical part of the town’s storm response is to be able to help those in immediate need or distress. Such blocked access cannot be an acceptable scenario in America in the year 2020. We need the utility companies to know that they must organize to make communities safe as quickly as possible following any storm. Any delay to “make safe” leaves our residents extremely vulnerable and helpless.
To compound the issue, many residents were also without cellular service or WiFi. We could not reach residents through mobile, landlines, email, website or social media communications. Being unable to physically reach those same individuals left the town in a desperate state.
In Westport, Eversource was mostly non-responsive, non-communicative, and unable to coordinate with the town when it did begin restoration. I would like to share some examples of Eversource’s lack of coordination and communication with Westport during Storm Isaias.
In the 48-hour aftermath of the storm and tornado, there was no information or specific restoration plans forthcoming from any Eversource representative or official, other than general information. We could only quote the Eversource website information, which was inaccurate and vague.
CONCLUSION
In summary, Westport and its residents found Eversource’s performance during Storm Isaias to be unacceptable. Its inability to quickly respond to life and property threatening “make safe” situations was irresponsible. Its failure to communicate immediately with our emergency response team and our residents introduced additional risk and anxiety into an already difficult and dangerous situation. Additionally, its apparent struggle in communicating effectively on an internal basis has left us wondering about the quality and responsiveness of Eversource in future disaster situations.

On October 14, 2020 at 10:35 P.M., the Ansonia Police Department received a complaint of an armed robbery at the Wakelee Mart, 192 Wakelee Avenue. Two males, both armed with handguns entered the store and demanded the employee turn over all the money in the register. Several hundred dollars were taken during the robbery. During the course of the robbery, one of the suspects struck the employee in the head. The employee suffered a minor injury and declined medical attention. The suspects are described as black males both over six feet tall, one heavy set and the other had a slender build. The suspect with the slender build was wearing all black with a black face mask; the heavyset suspect was wearing a dark blue sweatshirt and grey sweatpants wearing a black face mask. After leaving the store, the suspects ran down Pork Hollow Road where they entered a silver-colored SUV and fled the area. On October 14, 2020 at approximately 4:55 pm Bridgeport Patrol Officers, Bridgeport Firefighters and American Medical Response (AMR) responded to the scene of a fatal crash at the intersection of Park Avenue and Thorme Street. This was a two car motor vehicle crash involving a dark blue 2008 Acura TI bearing CT registration AU72393 operated by Rolando Solano DOB 09/12/2001 of Bridgeport CT and a white 2015 Lexus ES 350 bearing CT registration AERO-5 operated by Luis Kugell DOB 05/09/1939 of Prospect CT. The white Lexus was traveling southbound on Park Avenue and had stopped for the red light at Park Avenue and Thorme Street. After the light had changed the white Lexus proceeded to turn left from the left lane and was making a left turn onto Thorme Street. As white Lexus was crossing the right lane of the northbound side Park Avenue the blue Acura which was traveling at a high rate of speed in the right lane of the northbound side of Park Avenue colliding with the Lexus hitting it by the front passenger door. The impact caused significant intrusion into the Lexus where the front passenger Sydel Kugell DOB 04/07/1942 of Prospect CT was sitting. The vehicles came to rest on the northeast corner of Park Avenue and Thorme Street. The blue Acura had 2 passengers, the right front passenger was identified as Christopher Terry DOB 04/10/2002 of Bridgeport and the rear passenger is a juvenile. The Juvenile fled the scene, however after fleeing the scene he returned and requested medical treatment.
All occupants in both cars were transported to St Vincent’s Hospital. All occupants of the Acura sustained minor non-life threatening injuries and were being treated at St Vincent’s hospital. The operator of the Lexus sustained minor non-life threatening injuries and was being treated for his injuries, the passenger Sydel Kugell sustained significant serious injuries and succumbed to her injuries at St Vincent’s Hospital.
The Bridgeport Police Crash Investigation Unit, Sergeant Meszaros, Officer Ruffin, Officer Perry, Officer Rivera, and Officer Dolyak responded to the scene to conduct a further investigation and are being assisted by the Southern Fairfield County Traffic Unit (Fairfield PD). 2020-10-14@3:08pm–#Bridgeport CT– Multiple people were seriously injured in a crash at Park Avenue and Thorme Street. The roadway was closed and detoured. I counted at least three people seriously injured in the crash. Firefighters had to extricate people from both cars.
