It’s important to apply now because the utility moratorium on power/heat shut-offs ends October 1, 2020. Fairfield Social Services is now making appointments to assist Fairfield residents with applications for the Connecticut Energy Assistance Program. Energy assistance pays for a household’s primary heating source such as oil, natural gas, electricity, propane, kerosene, coal, wood and wood pellets on behalf of eligible households. The amount of heat assistance may not be sufficient to cover a household’s entire winter heating cost. Homeowners and renters may apply. Representatives Jim Himes (CT-04) and Jahana Hayes (CT-05) announced the Western Connecticut Council of Governments received a $400,000 federal grant from the Department of Transportation. The Better Utilizing Investment to Leverage Development (BUILD) Grant will be used to perform a study on the best method to finance improvements to the Metro-North Danbury and New Canaan Branch Lines.
“Improving Metro-North is essential for our economy and our environment,” said Congressman Jim Himes. “Without efficient public transportation, job creation is hindered and our region’s economic growth is stunted. Plus, a larger Metro-North ridership means fewer cars on the road, cleaner air, and less CO2 emissions. I’m thrilled to see federal dollars invested into Southwest Connecticut’s transportation infrastructure. I look forward to working with Western CT Council of Governments in the future to continue to bring federal investments to the district.”
“I am pleased that the U.S. Department of Transportation awarded the Western CT Council of Governments a $400,000 grant for their Regional Value Capture Mechanism Study,” said Congresswoman Jahana Hayes. “The Western CT Council of Governments will be able to dedicate these funds to determine whether a regional value capture mechanism can be used on a regional, multi-jurisdictional level to generate the funds required to support improvements along the Metro-North Danbury and New Canaan Branch Lines in Connecticut.”
“Faster, more reliable passenger rail service is a key for the region but has been held back due to a lack of funds,” said Francis R. Pickering, Executive Director, Western Connecticut Council of Governments. “The goal of the project is to remove this obstacle, developing consensus around an economically sustainable funding model for the Danbury and New Canaan branches, so that vital upgrades to these lines can advance without delay. The project will consider a range of options, with involvement by all currently served on the branch line, as well as communities to which service may be extended (including Brookfield and New Milford).”
According to the US Department of Transportation, this grant will fund the “Regional Value Capture Mechanism Study” along the Metro-North Danbury and New Canaan Branch Lines in Connecticut. The purpose of this study is to determine whether a regional value capture mechanism, such as a Tax Increment Financing (TIF) district or comparable mechanism, can be used on a regional, multi-jurisdictional level to generate the funds required to support improvements along the two Branch Lines. The study will include extensive legal, governance, service, and economic analysis to develop a financial and implementation plan. Click here to learn more.

“My office will not stand idly by while [drug makers] prioritize profits over access to affordable prescription medications and other critical medical services for vulnerable communities. Therefore, I urge [Eli Lilly, Astra Zeneca, Merck, Sanofi, and Novartis] to abandon [their] unilateral and unlawful actions,” Attorney General Tong states in the letters.
The 340B Drug Pricing Program requires drug manufacturers to provide discounted drugs to eligible health centers and hospitals, including community health centers, nonprofit and public hospitals, and Ryan White HIV/AIDS clinics. The facilities can either directly provide discounted drugs to low-income patients, or contract with pharmacies to dispense the drugs at a discount. Since 1992, the 340B Drug Pricing Program has been a lifeline to low-income patients and community-based health centers and hospitals who serve vulnerable and low-income populations, ensuring access to care and medication that might otherwise be unaffordable.
Flouting federal requirements, drug makers including Eli Lilly and Astra Zeneca have threatened unilateral changes to their participation in the program, instituting new data sharing requirements that may violate federal health privacy laws, and abruptly refusing to ship drugs to pharmacies.
“This is outrageous. By refusing to honor contract pharmacy orders, [the drug manufacturers] would disrupt an essential mode used by many covered entities for dispensing 340B drugs to underserved and vulnerable patient populations who rely on these pharmacies in their communities to fill their prescriptions,” Attorney General Tong states in the letters.
Attorney General Tong states that the drug makers actions directly undermine the 340B Drug Pricing Program, obstruct patient access to critical prescription medications, and devastate the financial stability of healthcare centers and hospitals serving vulnerable communities. He warns that the changes flout federal requirements. The unilateral changes are especially appalling given the role these critical safety net healthcare institutions are playing during the ongoing response to the COVID-19 pandemic.
“There is no legal basis for [these] actions. Denying outpatient access to appropriate 340B drug pricing is a clear violation of federal law. Nothing in the Act allows [Eli Lilly, Astra Zeneca, Merck, Sanofi, and Novartis] to impose conditions or restrictions on covered entities’ access to 340B drug pricing, including discontinuing the longstanding practice of shipping drugs to contract pharmacies,” Attorney General Tong states in the letters.
Hartford, CT – Attorney General William Tong sent letters to Eli Lilly, Astra Zeneca, Merck, Sanofi, and Novartis demanding the drug makers immediately abandon unlawful actions imperiling access to affordable prescriptions for low-income patients.
