Police Apprehend Suspect in West Haven Trespassing Incident: Jorge Lopez Faces Multiple Charges

On the evening of November 16, 2023, Officer Hopkins responded to multiple calls from residents on Lawrence Avenue, Field Court, and Welch’s Point Road. Jorge Lopez, a 29-year-old male residing on W. Main Street, West Haven, was reported for trespassing into a residence and attempting entry into two others, where he was unfamiliar to the occupants. The police located Lopez inside a truck parked diagonally in the driveway of a residence on Welch’s Point Road. Despite being uncooperative and actively resisting arrest during the investigation, officers managed to gain control, leading to Lopez’s apprehension and subsequent custody. The charges against him include first-degree trespass, three counts of second-degree breach of peace, interfering with an officer, and failure to drive right. A bond of $5,000 has been set.

GOVERNOR LAMONT AND SECRETARY BECKHAM STATEMENTS ON NOVEMBER 2023 CONSENSUS REVENUE FORECAST

Governor Ned Lamont and Office of Policy and Management Secretary Jeffrey Beckham have issued statements in response to the November 2023 consensus revenue forecast jointly released by the Office of Policy and Management and the Office of Fiscal Analysis. Governor Lamont highlighted the positive impact of the state’s policies, emphasizing Connecticut’s ability to reduce legacy debt and implement the largest income tax cut in state history. He underscored the significance of revenue and volatility caps, providing the state with a safeguard against economic downturns. Secretary Beckham acknowledged a softening in revenue projections but emphasized the overall positive fiscal position. He stressed the importance of adhering to the constitutional spending cap during budget adjustments for fiscal year 2025 and advocated avoiding gimmicks that circumvent fiscal guardrails.

According to the consensus revenue forecast, projected revenues have decreased by a net $57.1 million from the October 20 letter to the comptroller, but they remain $24.4 million higher than the adopted budget. The Office of Policy and Management anticipates ending fiscal year 2024 with a surplus. The downward revisions in personal income tax and pass-through entity tax are attributed to weaker-than-anticipated trends in estimated payments. However, federal grants have increased by $138.5 million due to the final reconciliation of funds earned for medical services in the second half of fiscal year 2023. Investment income has risen by $60 million, reflecting higher interest rates and greater assets under state management. The transfer to the budget reserve fund pursuant to the volatility cap is expected to be $478.5 million, with half allocated to pension liabilities and the remainder to boost the budget reserve fund. Special transportation fund revenues decreased by $11.5 million, primarily in the highway use tax, but interest income rose by $8.2 million.

Local Teen Arrested in Connection with July Homicide

On November 3, 2023, 18-year-old Jada Artis from Ansonia was taken into custody in connection with the tragic homicide of Abdul-Jalil Humphrey that occurred on July 14, 2023, on Hodge Avenue. Artis faces charges of Felony Murder, Robbery First Degree, Conspiracy to Commit Robbery First Degree, and Hindering Prosecution. Currently held on a $2,000,000.00 bond, Artis is scheduled for arraignment in Milford Superior Court on November 8, 2023.

The arrest of Jada Artis follows a comprehensive investigation involving multiple law enforcement agencies. A second suspect, 20-year-old Sahvon Valentine from Hartford, was identified as the individual who shot Humphrey. Although Valentine is presently in the custody of the State of Connecticut Department of Corrections on unrelated charges, an arrest warrant has been issued, and he will be apprehended soon.

Acknowledging the collaborative efforts of various law enforcement agencies, the Ansonia Police Department extends gratitude to the Derby Police Department, Connecticut State Police – Central District Major Crime, Shelton Police Department, Middletown Police Department, and the State of Connecticut Forensic Laboratory for their invaluable assistance in the investigation.

The tragic incident unfolded on July 14, 2023, around 1:40 P.M., when the Ansonia Police Department received numerous 911 calls reporting gunfire and a person shot on Hodge Avenue. Responding officers discovered 30-year-old Abdul-Jalil Humphrey in the driveway of 124 Hodge Avenue, suffering from multiple gunshot wounds. Despite being rushed to Griffin Hospital, Humphrey was pronounced dead.

The initial investigation revealed the involvement of two vehicles in the incident, and the Ansonia Police Department is actively seeking their whereabouts.

The first vehicle, a 2019 Hyundai Elantra with black color and Connecticut registration BK 30761, belonged to the victim and was stolen from the scene after the shooting.

The second vehicle is a stolen 2018 Chevrolet Malibu Premier with red color and Connecticut registration BD 24248. The suspect was driving this stolen vehicle just before the shooting, and it was occupied by at least one other person who drove it away from the scene.

In the interest of public safety, if either vehicle is spotted, it is advised not to approach it and instead contact the local police department immediately.

Bridgeport News: Pedestrian Struck

On November 14th, 2023, at approximately 10:30 PM, the Bridgeport Emergency Operations Center received several calls regarding a serious incident involving a pedestrian. The pedestrian was found lying on the ground at the intersection of Stratford Avenue and Bishop Avenue. Emergency responders, including American Medical Response, the Bridgeport Fire Department, and Bridgeport Police officers, all arrived at the scene to investigate. Preliminary reports suggest that the victim may have been struck by a vehicle; however, a suspect vehicle has not been fully identified at this time.

The 54-year-old victim from Bridgeport was transported to Bridgeport Hospital for the serious injuries sustained at the scene.
