Norwalk Man Arrested for Impersonating Police Officer During Fake Traffic Stop

Norwalk Police arrested Julio Rodriguez De Jesus, 58, after he allegedly impersonated a police officer and used blue and red flashing lights to pull over a motorist on Mulvoy Street late Friday night, December 5, 2025. The victim reported that a black Nissan Rogue activated emergency-style lighting and followed him until he pulled over, but after waiting several minutes without contact, the vehicle drove off. Officers quickly located the suspect vehicle parked on Ely Avenue and identified Rodriguez De Jesus as the driver.

During their investigation, police discovered operational strobe light bars mounted inside the vehicle along with a dash camera wired into the 12-volt port. Officers also determined Rodriguez De Jesus was under the influence of alcohol and in possession of Alprazolam pills not stored in their original container. He was charged with multiple offenses including impersonating a police officer, DUI, illegal use of flashing lights, drug possession, and breach of peace. He is being held on a $100,000 bond and is scheduled to appear in court on December 19, 2025. Detectives are now seeking additional potential victims.

Norwalk Teen Arrested as Fugitive in Boston Police Cruiser Arson Case

Norwalk Police have arrested 19-year-old David Antonio Moran-Chavez after investigators linked him to the arson of a Boston Police vehicle during a violent street takeover earlier this fall. Boston Police first contacted Norwalk Detectives in early November seeking assistance with their investigation into an October 5th incident where officers attempted to disperse a large and hostile crowd near Massachusetts Avenue and Tremont Street. According to Boston Police, fireworks were thrown at officers, people climbed on police vehicles, and one of the fireworks ignited a cruiser, destroying it in a fully involved fire. Detectives in Boston later identified Moran-Chavez as the suspected arsonist.

Over the following weeks, detectives from both departments coordinated to gather intelligence and prepare for the arrest. Boston Police secured an arrest warrant charging Moran-Chavez with multiple felony and misdemeanor offenses, including conspiracy, disturbing the peace, burning a motor vehicle, and fireworks violations. A search warrant for his Norwalk residence was also obtained. On December 4, 2025, Norwalk Detectives and the Emergency Services Unit Tactical Response Team executed the warrants, took Moran-Chavez into custody, and recovered evidence tied to the Boston incident. He was charged in Connecticut as a Fugitive from Justice and is awaiting extradition to Massachusetts on a $500,000 bond. His next court date is December 18, 2025.

Second Warrant at Sono One Stop Leads to Arrest and New Violations Under Norwalk Vape Shop Ordinance

On December 3, 2025, the Norwalk Police Department’s Special Services Division executed a second search and seizure warrant at Sono One Stop, located at 83 Washington Street. The store had previously been searched in January 2025, and officers were aware that clerk Aiman Faroq Mohsen-Alhodais also had an active arrest warrant for the sale of a controlled substance. The warrant was part of an ongoing investigation into Norwalk smoke shops suspected of selling cannabis and cannabis products without a valid state cannabis license. Under Connecticut law, products containing more than 0.3% THC cannot be sold without a licensed cannabis permit, and marijuana can only be sold at authorized dispensaries.

Earlier this year, Norwalk adopted a new ordinance regulating vape and smoke shops due to repeated issues with illegal marijuana sales. The ordinance imposes a $250 fine for a first violation, a six-month license suspension for a second violation within twelve months, and full license revocation upon a third violation within twenty-four months. Shops with suspended or revoked licenses must remove all vape products from the premises, with each day of noncompliance constituting a separate offense. During the December 3rd search, investigators recovered approximately 1.5 pounds of cannabis products, including pre-rolled marijuana cigarettes, THC edibles, and marijuana-filled containers. Mohsen-Alhodais was taken into custody without incident, and the recovery of illegal products marks Sono One Stop’s second violation under the city ordinance, following a citation issued in November.

Mohsen-Alhodais was charged on scene with possession of a controlled substance and possession with intent to sell, with bond set at $50,000. He also faces an additional $50,000 bond on his existing warrant for the sale of a controlled substance. His court date is December 18, 2025.
