Westport News: Multiple Charges

On December 15 th 2022 at approximately 3:30 am while on routine patrol, a Westport Police officer observed a vehicle traveling east on Post Rd East run the red light at the intersection with Cedar Rd. The officer followed and observed the vehicle until it turned into a parking lot. The officer turned around and observed the suspect vehicle exit the parking lot and travel west on Post Rd East running the red light at Church St. The officer attempted to stop the vehicle and the operator refused to pull over. The officer continued behind the vehicle attempting to stop it, but when it became evident that the operator would not stop, the officer alerted other officers further west on Post Rd East. At this point the investigating officer discontinued trying to stop the vehicle. An officer positioned at Post Rd E and Wilton Rd successfully deployed stop sticks on the suspect vehicle and as the vehicle slowed, was able to determine that the vehicle was stolen out of Trumbull. The operator continued traveling westbound on Post Rd West at a slow speed as the tires deflated until, ultimately, both the operator and the passenger exited the vehicle and fled on foot.

The operator was quickly captured and identified as Kevin Conley. PSD Onyx was deployed to locate the passenger who also fled but was not located. CONLEY was arrested and transported to Westport PD. During the booking process, CONLEY was found to be in possession of suspected crack cocaine. The suspected crack cocaine was packaged in a manner consistent with sale of the drug along with various denominations of US currency. CONLEY was charged with the above crimes and held on a $12,500 bond.

Westport News: Fraud Charges

January 1st, 2022, Westport Police initiated an investigation after a local resident reported a check that she mailed had been intercepted, altered, and deposited into a TD Bank account.

The investigating detective prepared a search warrant for the account to which the check was deposited. The search warrant was served on TD Bank and the account holder was identified as Debyi Capellan-Paulino. Along, with the account records, the investigating detective also secured ATM surveillance footage of the transaction where CAPELLAN-PAULINO is alleged to have deposited the check. An extraditable arrest warrant was signed charging CAPELAN- PAULINO with the above-referenced crimes.

On November 26th, 2022, Franklin Township, NJ Police contacted Westport Police and advised that they had our suspect detained on a motor vehicle stop. On December 8th, 2022, Westport Police Detectives responded to Somerset County(NJ) Correctional Center, took custody of CAPELLAN-PAULINO, and transported him back to

Westport PD where he was processed and held on a court-set bond of $100,000.00. Unable to post bond, CAPELLAN-PAULINO was transported to Stamford Superior Court on December 9th, 2022 for arraignment.

Westport News: Crash Into The River

2022-12-10@12:58am–#Westrport CT–The Westport Fire Department was dispatched to a report of a motor vehicle crash with a car in the Saugatuck River and a person trapped. The fire department responded with 3 engines, a rescue truck, and the Shift Commander. Units arrived and found a single-car

motor vehicle accident with the car coming to rest on its side in a creek adjacent to the

Saugatuck River. The car was in approximately two feet of water. Firefighters wearing

cold water rescue suits operated in the water and removed the lone occupant from the

vehicle. Westport EMS responded to the scene and transported the patient to an area hospital with unknown injuries. Westport PD responded and provided traffic control.

Westport News: Fire On The Outside Of A House

#Westport CT–At 3:02 today (11/22/2022), the Westport Fire Department was dispatched to a structure fire at Rocky Ridge Road. Upon arrival, a fire was observed on the front right corner of the house. Firefighters deployed a 1 ¾ inch hand line and quickly extinguished the fire. Westport Truck Company 1 found and extinguished the fire that extended to the interior of the second-floor bedroom.

The power to the house was disconnected by the power company and the homeowner was working with an electrician to restore power. The homeowner was not displaced at the time of this report.
