Deputy Police Chief David Farrell as Chief of Police

Westport, CT — First Selectwoman Jennifer Tooker has announced the appointment of Deputy Chief David Farrell as Chief of the Westport Police Department, effective May 23, 2025. Farrell will succeed Chief Foti Koskinas, who is stepping down after 29 years of distinguished service.

“Dave Farrell is the clear and natural choice to lead our Police Department forward,” said First Selectwoman Tooker. “His integrity, experience, and deep understanding of this community make him an extraordinary leader. I have complete confidence in Dave, and I am genuinely excited about what’s ahead under his leadership. This is a promising time for our Police Department, and Dave is the right person to guide us into the future.”

Chief David Farrell began his career with the Westport Police Department as a patrol officer in 2001. He was promoted to Sergeant in 2009 and to Lieutenant in 2012. In 2015, he was appointed Administrative Lieutenant and served as the department’s Public Information Officer. He was promoted to Captain in 2017, during which time he commanded the Patrol Division, Detective Bureau, Professional Standards Division, and Training Division.

In 2021, Chief Farrell was promoted to Deputy Chief, overseeing the budgets for the Police Department, Police Garage, Emergency Medical Services, Railroad Division, and Animal Control.  He worked closely with the RTM and First Selectwoman’s Office on the Civilian Review Panel which is now the Civilian Public Safety Departments Review Board. Chief Farrell currently serves as the Director of Emergency Medical Services and the Director of Railroad Operations.

Chief Farrell is a certified Emergency Medical Technician. He has served as a Crisis/Hostage Negotiator with the Southwest Regional Emergency Response Team, a member of the Crisis Intervention Team and was a proud member of the Westport Police Department Honor Guard. He has also held leadership roles within the department’s labor organizations, serving as Vice President of both the Westport Police Union and the Westport Police Benevolent Association.

Chief Farrell volunteered with the Special Olympics, organizing multiple charity fundraisers and the annual Torch Run. Throughout his career, he has received numerous departmental awards, including a Chief’s Commendation, an Honorable Service Award, a Lifesaving Award, and multiple Unit Citations. He was also recognized with a service ribbon for his contributions to the Town of Newtown, CT in 2012, and a leadership pin for his role during the COVID-19 pandemic.

Chief Farrell holds a bachelor’s degree in psychology from the University of Connecticut. He resides in Fairfield with his wife, Alison, and their two daughters, Olivia and Jocelyn.

Reflecting on his appointment, Farrell shared, “I’m truly honored to step into this role. I’m thankful for the chance to serve as Chief and excited to work with our officers and the Westport community. This town is something special — we’re all about community, looking out for one another, and keeping each other safe. That’s what makes Westport strong, and that’s the kind of spirit I’ll bring to everything we do at the police department.”

Westport, CT – Westport Police have arrested 38-year-old Albert Steven Bermudez Ocampo of Westport following an investigation into a hidden camera discovered in a shared apartment bathroom.

On April 2nd, 2025, a complainant reported finding the hidden camera, which had allegedly recorded them using the bathroom without consent. The apartment was shared with a married couple.

Following an investigation involving search warrants and witness interviews, police identified Bermudez Ocampo as the suspect. An arrest warrant was issued, and on April 17th, Bermudez Ocampo was taken into custody at his residence during the execution of a search warrant.

He was charged with Voyeurism and released after posting a $50,000 court-set bond. His court date is scheduled for May 2, 2025, at Stamford Superior Court.

[Westport, CT] – On Saturday, April 26 th , from 10 a.m. to 2 p.m. the Westport Police
Department and the Drug Enforcement Administration will host DEA’s National Prescription
Drug Take Back Day at locations across the country. DEA and its partners will collect tablets,
capsules, patches, and other solid forms of prescription drugs. Collection sites will not accept
syringes, sharps, and illicit drugs. Liquid products, such as cough syrup, should remain sealed in
their original container. The cap must be tightly sealed to prevent leakage.
For more than a decade, the event has helped Americans easily rid their homes of unneeded
medications—those that are old, unwanted, or expired—that too often become a gateway to
addiction.
Take Back Day offers free and anonymous disposal of unneeded medications at close to 5,000
local drop-off locations nationwide.
What: National Prescription Drug Take Back Day

In partnership with local law enforcement, Take Back Day has removed 19.2 million pounds
(9,600 tons) of medication from circulation since its inception.
Residents are also reminded there is a year-round collection bin located in the lobby of police
headquarters, so drugs can be properly disposed of at any time rather than waiting for designated
collection dates. We also have a supply of medication disposal bags in our lobby, which can be
used for proper disposal of liquid and pill form medications in the regular garbage per the
instructions.

Westport, CT – Westport Police have arrested 22-year-old Brandon Sullo of Hamden in connection with a series of thefts involving tires and rims stolen from vehicles at Honda and Toyota of Westport. The incidents occurred between October 7 and November 23, 2024, during the early morning hours. Investigators used surveillance footage, search warrants, and inter-agency information sharing to identify Sullo as a suspect.

Sullo turned himself in to Westport Police on April 14, 2025, and was charged with Larceny 1st Degree, Conspiracy to Commit Larceny 1st Degree, three counts of Larceny 2nd Degree, and three counts of Conspiracy to Commit Larceny 2nd Degree. He was released after posting a $150,000 bond and is scheduled to appear at Stamford Superior Court on May 5, 2025. After his release, Sullo was turned over to Torrington Police on an unrelated warrant. Westport Police say the investigation is ongoing and additional arrests are expected.

On March 11, 2025, Westport Police investigators executed a search and seizure warrant at Savvy Smoker on Post Road East as part of an investigation into unlicensed cannabis sales and complaints of sales to minors. The search resulted in the seizure of marijuana and THC products, and a sales associate was arrested.

Despite the initial enforcement action, Westport Police later received information that unlicensed sales were continuing at the same location. On April 8, 2025, members of the Westport Police Detective Bureau, in collaboration with the State of Connecticut Drug Control Division, executed a second search warrant. Officers seized pre-rolled marijuana cigarettes, THC flower canisters, resin products, vape cartridges, and edibles.

The investigation remains active, and additional arrests are anticipated.

Traffic Detours April 1 through November 30

Westport, CT – Town Engineer Keith Wilberg has announced that the project to replace the Old Road Bridge over Sasco Creek at the Westport/Fairfield Town Line begins soon. The road is Wakeman Lane in Fairfield. The scheduled closing date of the roadway is on or about Tuesday, April 1, and is expected to continue through November 30.

Local traffic will be directed through the designated detour route – Old Road to Bulkley Avenue North to Post Road East to Hulls Highway to Wakeman Lane, or the reverse, as necessary. Proper road signage will be in place prior to the road closure date.

Local residents on Old Road and Grist Mill Lane will have access to their property, but the bridge linking Westport and Fairfield will be closed.

Emergency services in Westport and Fairfield will be notified, as will the Westport Public Schools Bussing Representative.

Motorists are advised to drive with additional caution, allow extra travel time, and obey all detour and safety signals.
