Police arrested a suspect who fatally shot a construction worker this morning in the city’s North End. “Officers reacted immediately and pursued the suspect on foot,” said Police Chief Joseph L. Gaudett. “Officers converged the area and the suspect was quickly arrested hiding behind a house on Saunders Avenue. Police recovered a handgun.” Detectives were interviewing the suspect at Police Headquarters this afternoon. At this time, no motive had been established. The suspect and victim did not appear to know each other.
The shooting happened at Chopsey Hill Road and Pond Street just after 9 a.m. The victim worked for a construction company that was performing road work on Pond Street. Witnesses stated that the suspect approached a company foreman and inquired about a potenial job. The foreman referred the individual to the company office to fill out an application. The suspect walked away but returned and fired several shots without provocation, striking an different employee who was working in a trench along the side of the road. He was pronounced dead at Saint Vincent’s Medical Center.
Two police officers were at the scene directing traffic and immediately chased the suspect on foot, calling in their locations to 911 operators. Patrol officers converged on the area and located the suspect hiding behind a house on Saunders Avenue, across the street from where he lives. Police recovered a handgun, and the suspect admitted to committing the shooting.
The victim was identified as as 30-year-old man.

8:02am–#Bridgeport CT–Based on the initial investigation, a masked male wearing a dark grey or black hooded sweatshirt and tan-colored camouflage pants entered T. Market at 1482 Reservoir Ave. and fired multiple shots at an employee, striking him once. He was transported to Saint Vincent’s Medical Center where he was pronounced dead.
The suspect was last seen running on Trumbull Ave toward Fiske Avenue. Detectives remain at the scene and are working to secure video of the incident.
The victim has been identified as Hakeem Joseph 32, of Bridgeport, who works at the business. Police responded to the location at 8 a.m. on a report of shots fired. The circumstance surrounding the incident remain under investigation.

The Insider Trading Prohibition Act makes it a federal crime to trade a security based on material, nonpublic information that was wrongfully obtained, ending decades of ambiguity for a crime that has never been clearly defined by law. Reps. Steve Womack (R-AR) and Emanuel Cleaver (D-MO) are the lead cosponsors of the legislation.
The fairness, integrity and safety of America’s financial markets are severely weakened when corporate insiders and others who wrongfully obtain inside information misuse it, profiting at the expense of other investors and the market as a whole. The lack of a federal insider trading law has forced the Securities and Exchange Commission (SEC) and Department of Justice (DOJ) to rely on general anti-fraud statutes and decades of case law subject to interpretation by individual judges.
“The absence of a clear statutory prohibition on insider trading has left us with an amorphous body of case law instead of bright lines around what’s legal and what isn’t,” Himes said. “This haziness opens the door to letting wrongdoers walk free, and provides uncertainty to those who are genuinely trying to operate within the bounds of the law. This isn’t a partisan issue – no one should profit from illegally obtained information. The need for a clear definition of insider trading is particularly important in an era in which complex trades and information literally move at the speed of light. This legislation explicitly defines insider trading and will help ensure that bad actors are held accountable, protect legitimate investors and strengthen confidence and safety in our markets.”
