#HARTFORD, CT –Governor’s Press Release: Governor Dannel P. Malloy and Lt. Governor Nancy Wyman today announced that they are forming a panel of experts and community leaders from a variety of backgrounds who will be charged with reviewing the sources and causes of youth violence in urban areas, as well as developing proposals that will further reduce the rate of violent crime.
Recently released statistics show that today, overall crime in Connecticut is at a 48-year low. Since 2011, violent crime is down 36 percent statewide and criminal arrests have decreased by nearly 28 percent. Violent crime in the state’s three largest cities has fallen 15 percent since 2008. Still, the Governor said there is more we can do to drop these rates even lower.
“Over the last four years, our initiatives have dramatically reduced crime in our state – to the lowest point in decades. Our methods are working,” said Governor Malloy. “Thanks to the efforts of federal, state and local law enforcement and their partnerships with our communities, we are making progress. We are making smart decisions on reducing crime today, but there is further action we can take to deliver a brighter tomorrow, particularly within urban centers. We can both achieve accountability for violent offenders while also doing more to prevent that person from offending in the first place. To make even more progress, we must reduce the risk factors that lead some youth down the wrong path, so that we can ensure our neighborhoods remain safe and productive places to live.”
The Governor’s Commission on Youth and Urban Violence will identify risk factors that result in the incidence of violence in high-crime communities and recommend meaningful policies and evidence-based programs designed to reduce violence. Specifically, it will focus on violence prevention, and reducing or eliminating the risk factors of youth violence through the implementation of statewide, interagency policies.
“Young people are integral to building a strong, productive, and competitive state,” said Lt. Governor Nancy Wyman, who will chair the commission. “The Governor’s commission will continue to move us in the right direction – towards safer neighborhoods and higher-functioning systems that support better outcomes for young people. All of us must be engaged in the work to reduce crime in Connecticut, and young people have a special role in shaping the very future of our communities and our economy.”
The commission will be responsible for exploring how current policies relating to unemployment, access to high-quality behavioral healthcare, housing, juvenile justice, and school discipline impact the risk factors for youth violence. It will also explore the disparate impact of those policies and how they contribute to rates of violence in high-crime communities.

A fire and then a propane tank exploded on a second floor at 152 Grove Street this Monday night. The homeowner credited their daughter for getting everyone out of the house safely. Neighbors across the street said all they saw was smoke coming from the home until the explosion shook their home and then they saw cinders flying upward. There were no reported injuries. Assistant fire Chief Chistopher Martin lead the attack on the fire. Firefighters had to open up walls to fully extinguish the stubborn fire that extended to the third floor. Firefighters had the fire contained within a half hour.

IRS-Impersonation Telephone Scam
An aggressive and sophisticated phone scam targeting taxpayers, including recent immigrants, has been making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting. Or, victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn’t answered, the scammers often leave an “urgent” callback request.
Note that the IRS will never: 1) call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill; 2) demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe; 3) require you to use a specific payment method for your taxes, such as a prepaid debit card; 4) ask for credit or debit card numbers over the phone; or 5) threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.
Identity Theft Scams
The IRS has issued several consumer warnings about the fraudulent use of the IRS name or logo by scamsters trying to gain access to consumers’ financial information in order to steal their identity and assets. Scamsters will use the regular mail, telephone, fax or email to set up their victims. When identity theft takes place over the Internet (email), it is called phishing. The IRS does not initiate taxpayer communications through email. Unsolicited email claiming to be from the IRS, or from an IRS-related component such as EFTPS, should be reported to the IRS at phishing@irs.gov.
Additionally, clicking on attachments to or links within an unsolicited email claiming to come from the IRS may download a malicious computer virus onto your computer. You may also report instances of IRS-related Reporting Tax-Related Schemes, Scams, Identity Theft, Fraud and Phishing attempts to the Treasury Inspector General for Tax Administration at 1-800-366-4484.

3:22pm–#Bridgeport CT–Firefighters were called to 1078 Laurel Avenue for a house fire. When firefighters arrived the found heavy fire on the second floor. Deputy Chief Petrocelli told me the homeowner was home, the fire started in one of the bedrooms. Firefighters as usual got a quick knockdown of the fire. The fire marshal has been called to investigate.

Westport Parks & Recreation Director Stuart McCarthy today reminded citizens that as of April 1 the “no animals at the beaches” regulation will be in effect. It includes Compo, Burying Hill and Old Mill beaches.
“Animals will not be permitted on any beach property, which includes all grass, sand, and the parking areas, except Soundview parking lot at Compo Beach, as well as the roads within the beach area,” said McCarthy. “This regulation will be in effect until October 1.”
