As a result of the criminal investigation led by the Bridgeport Police Department’s Homicide Squad, Detective Tom Harper was able to secure an arrest warrant for 46-year-old Roshay Williams charging him for the September 11, 2024, murder of 37-year-old Akeem Shoucair-Grant. On Sept. 11, 2024, at approximately 5:45 pm, Akeem was shot multiple times in the 100 block of Spring Street. He was transported to a local hospital where he passed away a short time later.
Roshay Williams, of Bridgeport, CT, turned himself into Bridgeport Police Headquarters this morning and was served with the warrant charging him with Murder and Criminal Possession of a Firearm. Bond is set at 1.5 million dollars. Williams will be arraigned this morning at Bridgeport Superior Court.
Police are on scene at the corner of Norman Street and Atwater Street, near Birdseye Street for an assault with a dangerous weapon. It does not appear anyone was transported, but there is nothing confirmed at this time according to unconfirmed radio reports.
Bridgeport, CT – Due to the alarming incident that recently involved multiple schools throughout the Bridgeport Public School District, the City of Bridgeport, the Bridgeport Police Department, and the Bridgeport Board of Education would like to reassure all parents, students, staff members, and all other residents of the community that safety remains the top priority. This issue has significantly impacted the Bridgeport community as a whole and is not to be taken lightly. Because of this, the Bridgeport Police Department used all necessary resources, including working closely with the Federal Bureau of Investigation (FBI), to find the individual responsible for the incident. At this time, the individual has been arrested and all City entities have determined that a threat no longer remains within the Bridgeport Public Schools, with hopes that a peace of mind will be gradually brought to the community.
Mayor Ganim stated, “Keeping our residents safe is always a top priority of mine, and that includes our Bridgeport Public school students, staff members, and parents. A situation like this is of extreme concern and we take this very seriously. I want to express my gratitude to our Bridgeport Police Department for acting swiftly and making an arrest while also mitigating this issue in the most efficient way possible.”
Chief Roderick Porter stated, “The Bridgeport Police Department would like to ensure our community that the safety of our students and staff is a priority. We would like to thank our Patrol Division, Detective Bureau, and our federal partners for working together on this case in such a timely manner.”
Superintendent Dr. Carmela Levy-David stated, “The last 24 hours have created a great deal of fear and anxiety for all members of our community as we face these challenging times together. Our number one priority is the safety of students and staff; ensuring that everyone is able to go home to their families at the end of the school day. We will continue to face difficult days together, and we will continue to improve where needed to ensure the protection of our schools.”
The City of Bridgeport, the Bridgeport Police Department, and the Bridgeport Board of Education would like to remind all parents, students, staff, and residents of the community that safety plans are currently in place within each Bridgeport Public School and are to be used as mandatory guidelines when emergencies arise. All City entities are also reminding everyone to remain vigilant and make immediate reports to the Bridgeport Police Department if any threats are made throughout the Bridgeport Public School District.
On September 18, 2024, at approximately 10:09AM, the Emergency Operations Center received a call for a collision involving four vehicles. The collision occurred near the intersection of East Main Street and York Street. The caller reported, an operator of a black Toyota Camry struck several cars, and possibly had a seizure. Bridgeport Fire Engine 15, American Medical Response (AMR), Bridgeport Police Officers, and the Bridgeport Serious Crash Investigation Team responded to the location. After a preliminary investigation, it was determined a 43-year-old, Bridgeport resident was operating a 2009 black Toyota Camry and traveling north on East Main Street.
The 43-year-old operator of the 2009 black Toyota Camry crossed into the southbound lane and struck a 2023 tan Chevy Malibu near the intersection of East Main Street and York Street. The 2009 black Toyota Camry continued traveling in the southbound shoulder of East Main Street and struck the front of a parked (unoccupied) 2007 Toyota Camry and pushed the vehicle onto the sidewalk. The 2009 black Toyota Camry continued traveling south and struck a parked (unoccupied) 2000 black Cadillac Escalade and came to rest.
The 43-year-old operator of the 2009 black Toyota Camry was removed from the vehicle by AMR, and Bridgeport Firemen, and transported to the Bridgeport Hospital Emergency Center. The 43-year-old operator is listed in critical condition. The 40-year-old operator of the 2023 tan Chevy Malibu and her 59-year-old passenger didn’t sustain any injuries from the collision.
The serious collision is being investigated by the Bridgeport Police Traffic Division Officer E. Quiles. A firearm was discovered on the grounds of Nichols Elementary School during the evening of September 18, 2024. It was found covered in dirt and debris, both inside and out, and had rusted significantly from prolonged exposure to the elements. The firearm matches the description of one reported missing after an incident that occurred nearby in 2017.
The Detective Bureau is currently investigating whether there is a connection between this firearm and the 2017 incident. Authorities have confirmed that the firearm posed no immediate threat to the public, as it appears to be inoperable due to its current condition.
STRATFORD – Mayor Laura R. Hoydick, in an effort with Assistant Tax Assessor Katherine Stauffer, CCMC, is encouraging all veterans to learn more about the new property tax exemption for veterans with a 100% permanent and temporary disability rating that goes into effect October 1, 2024, and will be reflected in July 1, 2025 tax bill.
Mayor Hoydick stated, “Public Act 24-46 establishes a new municipal property tax exemption for veterans who have a 100% service-connected permanent and total (P&T) disability rating. Stratford residents who served in the Army, Navy, Marine Corps, Coast Guard, Air Force, or Space Force and have a 100% P&T Rating — as determined by the US Department of Veterans Affairs — are eligible for this exemption. I hope our Town’s veterans will take advantage of this opportunity, and speak with our Tax Assessor’s office if they have any questions or need assistance in the application process.”
This new law fully exempts from property tax of either a dwelling that the veteran owns and lives in as his or her primary residence or, if the veteran does not own a dwelling, one motor vehicle he or she owns and keeps in Stratford. If a veteran does not own a dwelling or a vehicle, the exemption may be applied toward one that belongs to, or is held in trust for his or her spouse if they live together. If the veteran passes away, the dwelling or vehicle belonging to or held in trust for the surviving spouse or the veteran’s child (while a minor) is exempt.
Veterans must have their DD-214 filed by September 30, 2024 with the Town Clerk. If they have already filed their DD-214 with the Town Clerk, they do not need to file it again. The application deadline for this exemption is March 31, 2025, and it is a one-time application. If the Veteran’s P&T disability rating changes, the Assessor’s Office must be notified. Applications may be obtained at the Tax Assessor’s Office or by emailing TAXASSESSOR@TOWNOFSTRATFORD.COM.

DD-214 must be filed with the Town Clerk by September 30, 2024.
The application deadline for this exemption is March 31, 2025.
With the application, veterans must also provide:
Copies of a photo ID with proof of residency for the veteran and (if applicable) their spouse.
A copy of their latest US DVA Disability Award letter showing 100% P&T Service-Connected Disability.
A copy of their most recent US DVA Summary of Benefits.
This exemption will not be awarded to veterans who have a disability rating less than 100% but receive a monthly award equal to what a veteran with a 100% rating would.
This morning, 9/19/2024, at about 6:40 A.M., the Ansonia Police Department received a complaint about a threat to the Ansonia Public Schools posted on social media. The Ansonia Board of Education was notified and a decision was made to cancel school. Our Patrol Division and Detective Bureau were able to interview several potential witnesses. During the interview process a 13 year-old female juvenile confessed to making the post and she was arrested. The juvenile was referred to Juvenile Court for Threatening First Degree and Breach of Peace Second Degree.
Chief Williams commends the actions of the Ansonia Police Department’s Patrol Division and Detective Bureau for their quick response and coordinated effort to secure the schools and investigate the threat.

Several people reached out to us to ask if a gun was found at Nichols School in Stratford. I reached out to Police Chief McNeil who confirmed that an inoperable gun was found outside in the back of the school that appears to have been buried there a long time and was inoperable.
