Sex Offender Arrested After Peeping Tom Reports in Bridgeport

Bridgeport, CT – On February 4, 2025, officers from the Bridgeport Police Department’s Patrol Division responded to reports of suspicious activity in the area of 655 Palisades Avenue. Residents reported an individual banging on windows and looking into apartments in a neighborhood that has recently faced concerns about “peeping toms” and attempted burglaries.

During their investigation, officers made contact with Kevin Tucker. Tucker was subsequently arrested after being found in violation of unrelated offenses. He was charged with interfering with an officer and failure to register as a sex offender. His bond was set at $10,000.

Norwalk Man Arrested for Manslaughter in Infant’s Death

On June 11, 2024, Norwalk police responded to a 911 call at a residence on Rae Lane after a four-month-old infant was reported choking on formula. The male caller stated he had performed CPR for several minutes before calling for help. The infant was transported to Norwalk Hospital, where she was pronounced deceased.

Detectives launched an investigation with assistance from the Office of the Chief Medical Examiner, the Department of Children and Families, Children’s Connection Norwalk, and the Yale New Haven Hospital DART Team. The investigation determined that the infant died due to complications from medical and nutritional neglect, with necrotizing appendicitis and chronic malnutrition. The death was ruled a homicide.

Following the investigation, an arrest warrant was issued for 27-year-old Kyle Vigneault. On February 13, 2025, Vigneault was taken into custody at his residence without incident. He is charged with Manslaughter in the First Degree, Risk of Injury to a Child, and Cruelty to Persons. His bond was set at $125,000, and he is scheduled to appear in court on February 27, 2025.

Norwalk Police Arrest Suspect in Shots Fired Incident

On January 30, 2025, at 9:41 PM, Norwalk Combined Dispatch received multiple calls reporting gunshots in the area of North Taylor Avenue. Callers also reported seeing groups of individuals fleeing the area and hiding in a nearby parking lot. Patrol officers responded, secured the crime scene, and searched for suspects. Officers located 26 shell casings, consisting of 21 .40 caliber casings and five 9mm casings. A bullet hole was also found in the glass window of an apartment at 14 North Taylor Avenue. The bullet penetrated the window, entered the apartment, and was found approximately ten inches above a bed.

The Detective Bureau took over the investigation, interviewing witnesses, examining evidence, and reviewing surveillance footage. Detectives identified Anthony Palacios as one of the suspects involved in the shooting. They applied for and were granted an arrest warrant for Palacios, as well as a search warrant for his residence.

On February 12, 2025, Norwalk detectives executed the search warrant and arrested Palacios at his residence. He was charged with Criminal Possession of a Firearm, Reckless Endangerment in the First Degree, Criminal Mischief in the Second Degree, Violation of a Protective Order, and Illegal Discharge of a Firearm. Palacios was held on a $150,000 bond and is scheduled to appear in court on February 26, 2025.

Standoff on Sable Street Leads to Domestic Violence Arrest

A day-long standoff on Sable Street ended safely after Norwalk Police took 34-year-old Deval Pendergrast into custody on the evening of February 10, 2025. The situation began that morning at 9:19 AM when Norwalk Combined Dispatch received a complaint of a disturbance on Sable Street. Officers responded and spoke with a female victim who reported that Pendergrast had assaulted her, throwing her down a flight of stairs and striking her in the head with a dumbbell. The victim was able to escape the home and was transported to the hospital with non-life-threatening injuries.

After the assault, Pendergrast barricaded himself inside the residence and refused to exit. The Emergency Services Unit responded, and Crisis Negotiators attempted to encourage a peaceful surrender while detectives secured an arrest warrant from Stamford Superior Court. At approximately 9:15 PM, members of the Emergency Services Unit arrested Pendergrast inside the home. Authorities confirmed this was an isolated incident and there was no ongoing threat to the public.

Pendergrast has been charged with Assault in the Second Degree, Violation of a Protective Order, Unlawful Restraint in the Second Degree, and Disorderly Conduct. He is being held on a $150,000 bond and is scheduled to appear in court on February 11, 2025. Norwalk Middle School Employee Arrested for Assaulting Student

Norwalk Police arrested Michael Morris, a 30-year-old employee of Nathan Hale Middle School, for allegedly pushing a student. The arrest followed an investigation by the Special Victims Unit, which included multiple interviews and video analysis.

On December 5, 2024, the Norwalk Police Department received a complaint regarding the incident. Detective Tim Marquis led the investigation, gathering evidence that provided probable cause for an arrest. Based on his findings, an arrest warrant was issued by the Stamford Superior Court.

Morris turned himself in to police on February 7, 2025. He has been charged with third-degree assault, risk of injury to a minor, and disorderly conduct. His bond was set at $750,000, and he is scheduled to appear in court on February 21, 2025.

Norwalk Police arrested 29-year-old Richard Fagan after he allegedly entered private property on Woodward Ave and approached a child, offering them candy and asking if they wanted to listen to music. When the child declined and went inside, Fagan reportedly remained on the property watching them.

Officers located Fagan nearby and took him into custody, charging him with Criminal Trespass in the 3rd Degree and Breach of Peace in the 2nd Degree. Norwalk Man Arrested on Gun Charges After Fleeing from Traffic Stop

On February 5, 2025, at 6:41 PM, Norwalk Patrol Officers arrested 20-year-old Niza Clarke on gun charges following a motor vehicle stop. The stop occurred on North Water Street after the officer observed a moving violation. During the stop, Clarke, a passenger in the vehicle, attempted to flee but was apprehended by officers. Clarke was found to be in possession of a firearm, which was seized by officers. Clarke is a supervised party on parole and is registered on the Deadly Weapon Offenders Registry.

Clarke was charged with illegal manufacture of a firearm, criminal possession of a firearm/ammunition/defense weapon, carrying a pistol without a permit, interfering with an officer, and failure to wear a seatbelt. Teen Arrested with Loaded Gun, Extended Magazine, and Drugs

Norwalk police arrested 18-year-old Justin Gross on February 3rd after finding him in possession of a loaded Glock with an extended magazine and marijuana packaged for sale. Detectives had a search warrant for Gross as part of an ongoing investigation. When officers spotted him on Connecticut Avenue around 6:00 PM, he attempted to flee by crossing four lanes of traffic but complied when ordered to stop.

Gross faces multiple charges, including Carrying a Pistol Without a Permit, Illegal Possession of a Large Capacity Magazine, and Criminal Possession of a Firearm. His bond was set at $500,000, with a court date scheduled for February 19th.

Fatal Motor Vehicle Accident

Norwalk – A Norwalk resident was struck on Connecticut Avenue at the intersection of Fairfield
Avenue on February 3, 2025, at 6:07 pm by a Norwalk Police Department unmarked
vehicle responding to a call for service. The pedestrian was rushed to Norwalk Hospital, where
life-saving measures were unsuccessful. No further details are available for release at this time.
