WESTPORT, CT – Westport Police arrested a 28-year-old man following a reported domestic disturbance on the afternoon of July 31, 2026.
Police said multiple officers responded to a local residence after an uninvolved witness reported hearing someone repeatedly screaming for help.
When officers arrived, they said Tae Juan Foskey was observed pinning the victim down on a couch with his hands around the victim’s throat. Police said Foskey initially refused commands to show his hands and disengage and continued using his forearm to pin the victim.
Foskey then allegedly resisted officers as they attempted to handcuff and detain him.
Investigators determined the incident began as a verbal argument and became physical when Foskey allegedly slapped the victim. Police said five juveniles of various ages were either present or witnessed the incident.
Computer checks also showed multiple active court orders of protection listing the victim and children as protected parties. Police said the conditions of those orders were violated during the incident.
Tae Juan Foskey, 28, of Westport, was charged with five counts of Risk of Injury to a Child, Interfering with an Officer, Disorderly Conduct, seven counts of Violation of a Criminal Protective Order, Assault in the Third Degree, Strangulation in the Second Degree, and Unlawful Restraint in the Second Degree.
His bond was set at $150,000. Police said Foskey was unable to post bond and was transported to Stamford Superior Court for arraignment on August 3, 2026.
