#Bridgeport CT–According to a Connecticut State Police arrest warrant application dated November 24, 2015  charged Clive Higgins who resigned Clive Higginsfrom the Bridgeport Police Department on July 6, 2015 with allegedly falsely reporting and incident in the second degree after stating he found a racially charged “hate letter” in his personal mailbox at the the Bridgeport Police Department on February 9, 2015.  Higgins surrendered himself at Troop I in Bethany after learning of the outstanding warrant for his arrest.  He was processed and released on a written promise to appear at GA2 in Bridgeport on December 12, 2015.  The letter was written on Bridgeport Police letterhead.  The letter was sent to the forensic crime lab and video footage from the Bridgeport Police Department was examined and the video was also transported to the forensic lab in Merident.
