On 08/11/2016, 23 year old Samantha Monaco of Shelton turned herself in to police due to an arrest warrant. Monaco was charged with Manslaughter 2 nd with a Motor Vehicle (MV), Operating a MV while Under the Influence, Using a Hand Held Cell Phone while operating a MV, and Failure to Drive Right.
The arrest stems from a May 6 th 2016 accident where Monaco was involved in a fatal head on collision with Rosemarie Dwyer on River Road in Shelton. It was determined during the investigation that Monaco was under the influence and was on her cell phone at the time of the accident. It was also determined that Monaco crossed over into south bound lane of traffic causing the head on collision with Dwyer. Monaco was released on a $25,000 bond and was given a court date of 8/25/16 at Derby Court
