SEOUL — North Korea dramatically escalated its warlike rhetoric on Thursday, warning that it had authorised plans for nuclear strikes on targets in the United States. There was no immediate American reaction to the North's latest statement, but US Defense Secretary Chuck Hagel said Pyongyang represented a "real and clear danger" to the United States and to its allies South Korea and Japan. BRIDGEPORT -- In Mayor Bill Finch's first term, he squeezed more than $20 million in concessions from the city's labor unions. Now, in his second term, he's asking for even more. But union leaders, who had no advance notice of the $1.6 million in concessions factored into the 2013-14 budget unveiled Tuesday, say there isn't much left to give.
