Malloy today announced that the Connecticut Department of Public Health (DPH) has distributed approximately 9,200 overdose prevention kits since 2014 through the agency’s overdose prevention, education, and naloxone access campaign, known as Overdose Prevention Education and Naloxone (OPEN) Access CT. On 08/28/16 at approximately 4:45 PM, Westport PD Officers were alerted to an ongoing domestic dispute in a vehicle in the rear parking lot of the police station. Witnesses provided statements indicating Stephen Shulman was striking the female passenger. It was also learned that a 6-week old infant was in the vehicle as well during the assault. Subsequent to the arrest of Shulman, the vehicle he was operating was searched. Marijuana and Butane Honey Oil or “DAB” along with packaging materials, scales, and other paraphernalia associated with the manufacture and sale of “DAB” were located and seized.
