Norwalk Police Seize 96 Pounds of Cannabis and More Than $135,000 in Cash During Search Warrant Execution
On Thursday, September 17, 2026, members of the Norwalk Police Department’s Special Services Division executed a search and seizure warrant at 23 Glenwood Avenue in Norwalk, Connecticut. The warrant resulted from a long-term investigation into several vape and tobacco shops operating within the City of Norwalk.
During the course of the investigation, investigators identified the residence at 23 Glenwood Avenue as a suspected stash house believed to be used to store a large quantity of cannabis products. Investigators determined that the residence was being used to store and supply cannabis products for distribution to multiple vape and tobacco shops in Norwalk and Stamford.
During the execution of the search warrant, investigators located the following items inside the residence:
96.5 pounds (43.77kg) of marijuana product (flower and vapes).
Over $135,000 in U.S. Currency.
Illegal Cigarettes.
Forging Connecticut cigarette tax stamps.
This is a part of ongoing investigations into smoke shops in the City of Norwalk suspected of selling cannabis and cannabis products without a valid cannabis license. Under Connecticut Law, it is illegal to sell products that contain a total THC concentration greater than 0.3 % without a state-issued license, as well as to sell pure cannabis outside of a licensed dispensary.
The Norwalk Police Department remains committed to addressing the ongoing issue of retail establishments and private individuals unlawfully selling cannabis products in violation of Connecticut law. Through proactive enforcement, compliance investigations, and collaboration with regulatory and prosecutorial partners, the Norwalk Police Department will continue to identify businesses engaged in illegal sales and hold those responsible accountable.
These efforts are intended to protect public safety, reduce underage access to cannabis products, and ensure that businesses operating within the City of Norwalk comply with all applicable state laws and regulations.

Possession of greater than one kilogram of Cannabis with intent to sell: (21a-278(b)(1)(d)), Possession of Cannabis and Cannabis products over five ounces or more in a locked container: (21a-279a(e)(1)(c)), Operating a Drug Factory: (21a-277(c)), Conspiracy to possess greater than 1 kilogram of Cannabis with intent to sell: (53a-48/ 21a-278(b)(1)(D)), Conspiracy to possess over five ounces or eight ounces or more in a locked container: (53a-48/ 21a-279a(e)(1)(C)), Conspiracy to Operate a Drug Factory: (53a-48/ 21a-277(c)), Possession of Fraudulent Cigarette Tax Stamps: (12-308), Conspiracy to Possess Fraudulent Cigarette Tax Stamps: (53a-48/ 12-308), Possession of Untaxed Cigarettes: (12-304(a)(2)), Conspiracy to Possess Untaxed Cigarettes: (53a-48/12-304(a)(2)).
In addition to the above charges, Saad Almoraisi was charged with two warrants for Sale of Cannabis (21a-278b(b)(1A)) and Possession of Cannabis (21a-279a(e)(1A)). He was also charged with two PRAWN warrants for failure to pay or plea on infractions.
