On August 17, 2026, at 1:27 PM, Norwalk Patrol Officers were dispatched to Norwalk City Hall, 125 East Avenue, following a report of a suspicious person. Norwalk Combined Dispatch advised responding officers that a male suspect had entered a women’s restroom, used a cell phone to record an individual inside, and then fled the area. Upon arrival, officers met with the victim, who reported that while inside a stall in the women’s restroom, an individual held a cell phone underneath the stall and appeared to be recording. The suspect then fled the area. Responding officers searched the surrounding area for the suspect but were unable to locate him. Norwalk Police Detectives assumed the investigation and responded to City Hall. Detectives worked with City Hall building management and security personnel to identify the suspect. As part of the investigation, detectives reviewed surveillance footage and determined that the suspect had also entered the Town Clerk’s Office. Within several hours of beginning the investigation, detectives identified the suspect as 31-year-old Terrill Kelly. Detectives also determined that Kelly was currently on probation. Detectives subsequently applied for and were granted an arrest warrant for Kelly through the Stamford Superior Court. On September 8, 2026, Kelly was located in the Bronx, New York, by members of the United States Marshals Service Violent Fugitive Task Force and was taken into custody. On September 15, 2026, detectives from the Norwalk Police Department traveled to Rikers Island in New York City and extradited Kelly back to Norwalk Police Headquarters, where he was processed on the outstanding warrant.
