On September 30, 2026, a Norwalk Police Canine Officer conducted a motor vehicle stop in the area of Spring Hill Avenue and Loomis Street. The occupants were identified as Charles Piazza and Melissa Kozma. Over the past several months, the Norwalk Police Department Special Services Division had been conducting an investigation into Piazza and Kozma for selling large quantities of narcotics, including cocaine, crack cocaine, heroin, and fentanyl, throughout the City of Norwalk. As a result of the investigation, both Piazza and Kozma had active arrest warrants. During the motor vehicle stop, officers observed drug paraphernalia in the vehicle. During a police canine search of the vehicle, the following items were located: (41.50) grams of powdered cocaine, (4.44) grams of crack cocaine, (39) glassine folds of heroin/fentanyl, (2.87) grams of marijuana, (2) ecstasy pills, (2) prescription Oxycodone pills, (6) Suboxone packages of 8mg films, and (2) bottles of methadone. Officers also located various items commonly associated with the packaging and distribution of narcotics, including scissors, razor blades, electronic scales, and other drug paraphernalia. These items are consistent with the operation of a drug factory and are used to package, cut, process, and weigh the suspected product for street-level narcotics sales. The Norwalk Police Department Special Services Division remains committed to investigating and disrupting the illegal distribution of narcotics throughout the City of Norwalk and to safeguarding the safety and well-being of our community.
