Norwalk Police arrested Julio Rodriguez De Jesus, 58, after he allegedly impersonated a police officer and used blue and red flashing lights to pull over a motorist on Mulvoy Street late Friday night, December 5, 2025. The victim reported that a black Nissan Rogue activated emergency-style lighting and followed him until he pulled over, but after waiting several minutes without contact, the vehicle drove off. Officers quickly located the suspect vehicle parked on Ely Avenue and identified Rodriguez De Jesus as the driver. During their investigation, police discovered operational strobe light bars mounted inside the vehicle along with a dash camera wired into the 12-volt port. Norwalk Police have arrested 19-year-old David Antonio Moran-Chavez after investigators linked him to the arson of a Boston Police vehicle during a violent street takeover earlier this fall. Boston Police first contacted Norwalk Detectives in early November seeking assistance with their investigation into an October 5th incident where officers attempted to disperse a large and hostile crowd near Massachusetts Avenue and Tremont Street. According to Boston Police, fireworks were thrown at officers, people climbed on police vehicles, and one of the fireworks ignited a cruiser, destroying it in a fully involved fire. Detectives in Boston later identified Moran-Chavez as the suspected arsonist. Over the following weeks, detectives from both departments coordinated to gather intelligence and prepare for the arrest. On December 3, 2025, the Norwalk Police Department’s Special Services Division executed a second search and seizure warrant at Sono One Stop, located at 83 Washington Street. The store had previously been searched in January 2025, and officers were aware that clerk Aiman Faroq Mohsen-Alhodais also had an active arrest warrant for the sale of a controlled substance. The warrant was part of an ongoing investigation into Norwalk smoke shops suspected of selling cannabis and cannabis products without a valid state cannabis license. Under Connecticut law, products containing more than 0.3% THC cannot be sold without a licensed cannabis permit, and marijuana can only be sold at authorized dispensaries.
