Town of Fairfield’s Plan & Zoning Commission to Hold Public Hearing on Plan of Conservation and Development

Fairfield, Conn., October 3, 2024—The Town of Fairfield’s Plan & Zoning Commission (TPZ) has
scheduled a hearing on Tuesday, October 15 th  at 6:30 pm at the Fairfield Regional Fire School at 205
Richard White Way to receive public comment on the draft Plan of Conservation and Development
(POCD). 
The POCD establishes priorities for public and private investment in the community for the next ten
years. It is also used to inform the town’s regulatory framework, such as the Zoning Regulations, and
is frequently used to highlight local policy priorities for grant funding opportunities. The plan includes
input from public engagement efforts that took place during the planning process.
The Plan’s core recommendations seek to preserve our single-family residential and historic
neighborhoods, balanced with an obligation to diversify housing options at all price points. Some
recommendations include identifying opportunities for mixed use development with a particular focus
on the Fairfield Black Rock train station / Commerce Drive area, initiating planning processes for an
Open Space Conservation and Management Plan, the Master Flood Mitigation and Resilience Plan,
and a Complete Streets Manual to balance the needs of protecting natural resources while creating a
more resilient and multi-modal Fairfield. After the ultimate plan adoption, next steps will include a
comprehensive review of the zoning regulations.

Update in Two Officers Injured, Shoplifting Suspects Arrested After High-Stakes Pursuit in Fairfield

On September 24, 2024, Fairfield Police were called to Home Depot on Kings Highway Cutoff after reports of two known shoplifters, Amanda Belcher and James Coates, who had been previously banned from the store.

The suspects attempted to steal over $1,200 in merchandise when loss prevention alerted police. Both suspects had multiple active warrants from several jurisdictions, including Fairfield, Greenwich, and Naugatuck.

When officers arrived, Belcher fled on foot but was pursued by police through the parking lot. She managed to enter a vehicle, dragging one officer as she reversed, and collided with another car before escaping the scene.

The officer sustained minor injuries, losing a cell phone and a name patch in the altercation, which were later found with Belcher. Meanwhile, Coates fled toward Meadowbrook Road but was apprehended after a local resident reported seeing him hiding in their yard. He resisted arrest, requiring officers to use a Taser to subdue him.

Belcher was located and arrested at the Sunnyside Hotel in Bridgeport with assistance from the Bridgeport Auto Theft Task Force. She was also found to have destroyed the officer’s phone in an attempt to evade capture. Further investigations revealed Belcher had crashed her vehicle behind a nearby Lexus dealership before fleeing again.

Both Belcher and Coates were arrested and face multiple charges. Belcher’s charges include assault on a public safety officer, reckless driving, and larceny, with bond set at $75,000. Coates was charged with trespassing, larceny conspiracy, and interfering with an officer, with a bond set at $10,000. Both suspects were also charged on warrants from several other jurisdictions.

Two officers sustained minor injuries during the incident and were treated at the scene by AMR ambulance.

A Fairfield Police officer sustained a foot injury following a foot pursuit of a shoplifting suspect at Home Depot on Kings Highway. The officer was transported to the hospital for treatment. One person is currently in custody.

Fairfield Restaurant Week will return from October 21 through November 3, 2024. The Town of Fairfield’s Office of Community & Economic Development is pleased to announce that the popular event, now in its thirteenth year, will make its return on Monday, October 21st and run through Sunday, November 3rd. More than two dozen restaurants are expected to participate in this year’s event with special prix fixe lunch and dinner menus showcasing their finest culinary offerings.

“We hope that residents and visitors alike will be able to enjoy and support the many great restaurants that Fairfield has to offer,” stated Mark Barnhart, Fairfield’s Director of Community & Economic Development. This year’s event will again run two full weeks, giving patrons more time to visit their favorite eating establishments. Fairfield News: Pedestrian Struck

Fairfield Police responded to a motor vehicle crash which occurred at the intersection of New England Avenue and Kings Hwy Cutoff, where a pedestrian was struck while crossing the road. The pedestrian was transported to an area hospital where they remain in critical but stable condition. Kings Hwy Cutoff remained closed during the investigation, but has since reopened. No official determination of fault has been made at this time. The crash is being investigated by our crash investigation unit.

Traffic Advisory – CT United Ride

On Sunday, September 8, 2024, the CT United Ride will travel through nine area towns, including Westport, to pay tribute to the victims and first responders of the September 11, 2001, terrorist attacks on the United States. The event is Connecticut’s largest annual 9/11 tribute as well as the largest motorcycle ride in the state.

The motorcade will follow the route established last year, beginning at Sherwood Island State Park in Westport at approximately 11:30 a.m. and continuing through Westport into Wilton, Redding, Bethel, Newtown, Monroe, Trumbull, and Fairfield, before ending at Seaside Park in Bridgeport. The procession will travel from Sherwood Island State Park onto the Sherwood Island Connector, then take Interstate 95 southbound from Exit 18 to Exit 17.

From there, the procession will head north up Saugatuck Avenue (Route 136) from Exit 17, continue north on Riverside Avenue (Route 33) to Wilton Road, and cross the Wilton town line. The route is closed and continuous, meaning that with the assistance of a police escort, the participating motorcyclists will drive through traffic lights and not stop at stop signs.

Motorists should anticipate extended traffic delays along the procession’s route, which could potentially last 45 minutes or longer. Although delays are to be expected, please be mindful of those we lost over 20 years ago, as well as their families who are with us today, as it is a day for remembrance and reflection.

It is recommended that wherever possible, alternate routes should be sought to avoid these areas, as they will be rendered completely impassable until the entire procession clears.
