Norwalk Police Seize 10.75 Pounds of Illegal Cannabis at Kings Tobacco & Vape; One Arrested

NORWALK — On October 30, 2025, the Norwalk Police Special Services Division executed a search and seizure warrant at Kings Tobacco & Vape, 2 Main Street, as part of an investigation into smoke shops suspected of selling cannabis without a state license. Investigators recovered 10.75 pounds of illegal marijuana and cannabis items—including 5.35 lbs flower, 2.61 lbs edibles, and 2.79 lbs THC vape products—from throughout the store, including a locked safe, along with $4,632 in cash; they also seized four nitrous oxide canisters, noting FDA warnings that inhalation misuse can cause serious injury or death.

Police arrested Alzanam Belal Almutasim, 20, of Yonkers, NY, on charges of Violation of restricted substances; Possession with intent to sell over 1 kg of cannabis; Possession of paraphernalia; Sale of 1 kg or more of cannabis; Municipal vape shop ordinance violation; and Illegal sales of cannabis. Bond was set at $10,000, with a court date of November 17, 2025.

Norwalk Driver Charged in July Pedestrian Death

NORWALK — Norwalk Police arrested Marc Owens, 56, of Norwalk, in connection with a fatal pedestrian crash on July 12, 2025 that claimed the life of 84-year-old Josephine Pimpinella. At 10:16 a.m., multiple 911 calls reported a pedestrian struck by a pickup truck near 133 Connecticut Avenue. First responders from Norwalk Police, Fire, and Norwalk Hospital EMS found Ms. Pimpinella with serious injuries after she was hit while crossing the driveway entrance; she was transported to Norwalk Hospital, where she later died.

The Crash Reconstruction Unit and detectives processed the scene, gathered evidence, canvassed for witnesses and surveillance, and conducted a forensic reconstruction. Following the investigation, Officer Wasilewski obtained an arrest warrant; on October 28, 2025, Owens turned himself in at Norwalk Police Headquarters and was taken into custody without incident. He is charged with Misconduct with a Motor Vehicle, Distracted Driving (not by cell phone), and Failure to Yield to a Pedestrian; bond was set at $50,000, with a court date of November 10, 2025.

Disturbance at Calf Pasture Beach Leads to Arrest; Drugs and Weapon Recovered

NORWALK, CT — On October 23, 2025, at approximately 11:25 a.m., Norwalk Combined Dispatch received multiple 911 calls reporting a disturbance at Calf Pasture Beach involving a driver operating erratically and threatening to shoot another motorist. Patrol officers responded, located the suspect BMW X1 traveling on Canfield Avenue, conducted a motor vehicle stop, and detained the operator, identified as Alexander Freedman, 37, of Norwalk, while the investigation proceeded.

Witnesses reported the driver had been speeding, driving recklessly, and performing donuts in the parking lot, and that when confronted, he threatened to shoot the individual with a gun from his vehicle. A search of the BMW recovered several vape cartridges, a glass jar of liquid hashish, multiple jars and bags of marijuana with a total combined weight of 4.817 pounds, and a metal impact weapon. Freedman was placed under arrest without incident.

Freedman was charged with Threatening in the Second Degree, Breach of Peace in the Second Degree, Illegal Possession of a Weapon in a Motor Vehicle, Possession with Intent to Sell 1 Kilogram or More of a Cannabis Substance, Sale of 1 Kilogram or More of a Cannabis Substance, Use of Drug Paraphernalia, Violation of Restricted Substances, Reckless Driving, and Failure to Renew Registration. He was held on a $125,000 bond and is scheduled to appear in court on November 6, 2025.

Norwalk Man Arrested for Protective Order Violation; Multiple Warrants Served

NORWALK — On October 19, 2025, at 2:34 p.m., Norwalk Combined Dispatch received a 911 call from a victim reporting that Edgar Mancilla-Giles was outside their residence in violation of an active full no-contact protective order. Patrol officers responded, confirmed the order was in effect and the violation, and learned Mancilla-Giles was wanted on several outstanding arrest warrants; his description was broadcast to additional units. A short time later, officers located Mancilla-Giles in the area of Ely Avenue and took him into custody without incident. He was charged with Criminal Violation of a Protective Order and held on a $100,000 bond with a October 20, 2025 court date.

Mancilla-Giles was also served with the following outstanding warrants: Robbery 2nd, Conspiracy to Commit Robbery 2nd, Larceny 3rd, and Risk of Injury to a Child (2 counts) stemming from a July 12, 2025 robbery ($500,000 bond); Threatening 2nd from a June 27, 2025 domestic dispute ($35,000 bond); Burglary 2nd and Larceny 6th from a July 3, 2025 burglary ($75,000 bond); and Failure to Appear 1st from a July 30, 2022 disturbance ($25,000 bond)—all with court dates set for October 20, 2025. Motorcycle Stop in East Norwalk Ends in Foot Chase, Taser Deployment, and Narcotics Arrest

NORWALK — On Thursday, October 9, 2025, at about 6:32 p.m., a Norwalk Police Traffic Unit officer conducting evening commute enforcement in East Norwalk attempted to stop a motorcycle seen westbound on Sunset Hill Avenue without a registration plate. As the light turned red, the officer—Officer Wargo on a marked police motorcycle—directed the rider, later identified as Vladimir Ruales-Espinoza, 33, to shut off the bike. Police say he refused and tried to maneuver around the stop. Officer Wargo blocked the escape; the rider dropped the motorcycle and fled on foot, leading to a brief chase across East Avenue. Officer Wargo deployed a department-issued Taser and took Ruales-Espinoza into custody. Additional officers arrived to assist.

During the on-scene investigation, officers located narcotics on the suspect and in the immediate flight path, including two bags of cocaine (102.57g), ten smaller bags of cocaine (11.12g), 15 Xanax bars, and 17 Oxycodone pills that tested positive for fentanyl. Ruales-Espinoza was transported to headquarters and charged with possession with intent to sell narcotics, interfering with an officer, operating under suspension, operating without insurance, and operating an unregistered motor vehicle. Bond: $200,000. Court date: October 24, 2025. Police say proactive traffic enforcement aimed at speeding and aggressive driving will continue to reduce crime and enhance safety citywide.

Fifth Raid at Norwalk Smoke Shop Uncovers Hidden Trap; Teen Employee Charged

On September 17, 2025, Norwalk Police Special Services executed a search-and-seizure warrant at A and Z Tobacco & Vape Shop, 108 Connecticut Avenue, as part of an ongoing investigation into smoke shops suspected of selling cannabis without a state license. It was the fifth warrant at this location—and the first under the A and Z name—and investigators say they found a concealed trap built into store shelving holding 15.8 pounds of nitrous oxide “flavored gas,” 2.32 pounds of marijuana in pre-rolls and containers, 1.08 pounds of THC vape products, and 1.22 pounds of cannabis gummies. Police highlighted that Connecticut law prohibits selling products with THC above 0.3% without a state-issued license and noted FDA warnings that inhaling nitrous oxide from canisters can pose serious health risks, including death. A 16-year-old employee received a juvenile summons for violation of restricted substances, possession with intent to sell over 1 kilogram of cannabis, possession of paraphernalia, and sale of 1 kilogram or more of cannabis; the case remains under investigation.

Fire On Da Roof!

Firefighters responded this afternoon to Garavel Subaru on Main Avenue in Norwalk after a reported solar panel fire broke out on the roof. Crews quickly arrived on scene around 3:03 p.m. to address the incident and ensure the flames did not spread further into the dealership building.

The blaze was confined to rooftop solar panels, and no injuries have been reported at this time. Firefighters remained on scene to secure the area and investigate the cause of the fire.

Norwalk Arrest After Westport Ave Threat; Loaded Handgun With Defaced Serial Number Seized

On Tuesday, September 16, 2025, at approximately 4:23 p.m., Norwalk Combined Dispatch received a 911 call reporting that a male had displayed a handgun and threatened to shoot the caller on Westport Avenue. Responding officers located an individual matching the suspect description; as they approached, the suspect—later identified as Isaiah Mitchell, 21—was seen removing a handgun from his waistband and passing it into the passenger side of a nearby vehicle. Officers detained Mitchell and two individuals in the vehicle without incident and secured the firearm. The on-scene investigation determined Mitchell had also entered the T-Mobile store during the incident and caused a disturbance prior to threatening the original caller. The recovered handgun had a defaced serial number and was loaded with 11 .40-caliber rounds in the magazine. Mitchell was arrested at the scene without incident. He is charged with carrying a pistol without a permit; first-degree threatening; possession of a large-capacity magazine; alteration of a firearm serial number; carrying a firearm while under the influence of intoxicating liquor or drugs; and second-degree breach of peace. Bond was set at $500,000, with a court date of October 6, 2025.

Norwalk PD Makes Arrest in 89-Unit Storage Burglary; Firearms Among Stolen Items

On July 1, 2024, Norwalk Combined Dispatch received a report of a commercial burglary at CubeSmart, 162 Bouton Street. Detectives responded, and Detective Barron assumed the investigation.

The investigation determined that 89 storage units had been entered and numerous items were stolen, including firearms. Over the next year, Detective Barron obtained multiple search and seizure warrants, analyzed hours of video, and worked with other law enforcement agencies to develop leads and identify suspects.

As a result, Detective Barron identified Tylon Gardner as a suspect. In July 2025, Stamford Superior Court issued an arrest warrant for Gardner, and on September 10, 2025, Detective Barron executed the warrant and arrested Gardner at Stamford Superior Court.

Gardner is charged with five counts of third-degree burglary; five counts of conspiracy to commit third-degree burglary; first-degree larceny and conspiracy to commit first-degree larceny; third-degree larceny and conspiracy to commit third-degree larceny; two counts of theft of a firearm; and two counts of conspiracy to commit theft of a firearm. His bond was set at $50,000, and his next court date is September 24, 2025.
