Firefighters UPDATE: At 4:44 pm on January 19, 2019 the Westport Fire Department responded to Route 15 north for a reported motor vehicle accident with a car on fire. The initial response included 2 Engines, 1 Heavy Rescue and the Shift Commander from Westport and 1 Engine, 1 Truck and the Shift Commander from Fairfield. Upon arrival it was determined that one vehicle crossed the divider and collided with an oncoming car causing the second vehicle to catch on fire. All occupants were removed from the vehicles by good Samaritans and the fire was quickly extinguished by Westport Engine Company 6. Westport EMS transported 3 patients to local hospitals with what appeared to be non-life threatening injuries. The Westport Fire Department and Westport Police Department also assisted The State Police in clearing debris from the roadway to get the highway reopened. The Last Westport Fire Unit cleared at 6:08 pm.

#Norwalk CT–On September 26, 2018, Patrol Division Officers investigated a complaint that a male suspect had driven up to victim walking a dog on Winfield Street at Sasqua Road. The suspect exposed himself to the victim while masturbating. The suspect then drove away but circled back by the victim two more times while continuing to masturbate before leaving the area. Due to limited information at the time, the suspect was not identified. Special Victims Unit Detective Kristina LaPak assumed the investigation and later learned that the Fairfield Police Department had a similar incident in October 2018. The victim in the Fairfield incident provided a marker plate that matched the vehicle description given in the Norwalk incident. As a result of the investigation, David Sharpe was identified as the suspect in both the Fairfield and Norwalk incidents. Sharpe was arrested by the Fairfield Police Department in December 2018. Detective LaPak obtained a warrant for Sharpe’s arrest as well and Sharpe turned himself in at the Norwalk Police Department on January 11, 2019. Special Victims Unit Lieutenant Thomas Roncinske praised Detective Lapak’s investigative prowess for bringing this case to a successful conclusion.

Police said Sharpe drove up to a 16-year-old girl in Fairfield back in October and masturbated in front of her and he allegedly did the same thing in September to a 20-year-old Norwalk woman. He resigned from coaching on December 5, when he said he may have exposed himself.

#Westport CT– On 12/25/2018 at approximately 1:00am, an officer observed two young men getting on and off of the northbound train multiple times, while it was stopped at the Saugatuck Station. At one point, the young men got off of the train with a bicycle before re-boarding. The officer left the Saugatuck Station and traveled to the Greens Farms Station where he saw the same two individuals again in the train station parking lot. One of the individuals was determined to be a juvenile and the other identified as Jeffrey Pierre, 18, of Bridgeport. Both were wearing rolled up ski masks and Pierre was found to be in possession of a tool used to remove store security tags. Pierre was also carrying a backpack, later learned to belong to the juvenile suspect, which contained a hacksaw.
Both were arrested and brought to headquarters where they were charged with 53a-106 Manufacture or Possession of Burglar Tools. Pierre was released on a Promise to Appear and is scheduled to appear in Norwalk Court on 01/02/2019. The juvenile suspect was issued a juvenile summons and released to the custody of his mother.

#Westport, CT – On 12/23/2018, officers responded to a Sandhopper Trail address on the report of a burglary. The victim reported her vehicle and residence, both of which had been unlocked, were entered between 1:00 am and 5:00 am while the residents were home sleeping. A purse containing credit cards and cash were stolen from the victim’s vehicle. A computer and backpack were stolen from the living room. One of the victim’s credit cards was used later that morning at McDonald's and Sunoco in Norwalk. The total value of items taken was estimated to be one thousand eight hundred and fifty dollars ($1,850.00). While conducting the initial investigation of the victim’s complaint, additional reports of burglaries came in from the Sandhopper Trail area, including Gault Avenue, Ledge Meadow Lane and Crystal Circle. Multiple video doorbell activations from surrounding residences, along with reports of suspicious occurrences/persons, were reported and shared with the police department.
As a result of our extensive investigation, Xavier Medel, 19 of Bridgeport, CT, was identified as one of the suspects. His identity was confirmed through the Department of Probation and by a Westport police officer who viewed the surveillance footage and recognized Medel from previous interactions. A combination of positive identification and a forensic examination of his cell phone ultimately led to the issuance of an arrest warrant on 12/27/2018. He is currently wanted for 53a-101 Burglary 1st, 53a-48 Conspiracy to Commit (Burglary 1st), 53a-103 Burglary 3rd, 53a-48 Conspiracy to Commit (Burglary 3rd), 53a-125 Larceny 4th, 53a- 48 Conspiracy to Commit (Larceny 4th), 53a-128c Credit Card Theft and 53a-48 Conspiracy to Commit (Credit Card Theft). Medel is aware of the arrest warrant and is actively being sought for arrest. He is believed to be armed and dangerous. Anyone with information as to the whereabouts of Xavier Medel is urged to contact the Westport Police Department. Detectives continue to investigate these incidents and are actively working to identify the other suspects. The Westport Police Department urges residents to remain vigilant in locking their doors, garages and vehicles each and every night.
On 12/28/2018 at approximately 9:15pm, Xavier Medel was taken into custody at 261 Ely Avenue, Roodner Court, in Norwalk with the assistance of the Norwalk Police Department. He was transported to the Westport Police Department where he is being held in lieu of $250,000 court set bond. This incident remains under investigation and additional suspects are being sought.

Westport, CT — Director of Human Services Elaine Daignault announces the return of the American Job Center Southwest’s Career Coach at Westport Town Hall. On Thursday, January 10, 2019, the Coach will offer a beginner’s class in Microsoft PowerPoint 2013 from 10 a.m. – 12 p.m. followed by an intermediate class in PowerPoint 2013 from 1 – 3 p.m. The Career Coach is a “training center” tour bus equipped with ten wireless computer labs offering free computer classes to residents in the greater Norwalk area. The mobile unit operates on a monthly schedule of visits to various community locations and is accessible to people with disabilities.

On 10/08/2018, Daisha Haynes and Jovan Boyd were arrested following a brief pursuit with Westport officers. Haynes and Boyd had fled the suspect vehicle and were arrested in a second vehicle shortly after. Hayne’s vehicle was found to contain a large amount of mail stolen from Westport and a number of surrounding towns. She was also found to be in possession of credit cards in the names of ten other individuals.
Detectives contacted owners of the credit cards, including the victim. The victim reported he was recently the victim of identity theft. Several fraudulent credit card accounts and two utility accounts were opened using his personal identifying information. One of the fraudulent credit card accounts was associated with 90 Worth Street, Bridgeport, which was later learned to be the address of Jovan Boyd. The phone number listed on the fraudulent account belonged to Haynes. A number fraudulent transactions were made using the fraudulent credit cards. Detectives secured surveillance video from various stores, which showed Haynes and Boyd conducting the fraudulent transactions. An arrest warrant application was submitted for Haynes and later approved.
On 12/03/2018, Haynes was arrested at Bridgeport Court on the outstanding warrant. She was transported to Westport Police headquarters where she was charged with 53a-129d Identity Theft 3 rd , 53a-128b False Statement to Procure Issuance of Credit Card, 53a- 128c(a) Credit Card Theft, 53a-128d Illegal Use of Credit Card, 53a-125 Larceny 4 th and four counts of 53a-48 Conspiracy to Commit (Identity theft, Illegal Use of Credit Card, False Statement to Procure Credit Card and Larceny 4 th ). Haynes was unable to post the $75,000 court set bond and was brought to Norwalk Court the following morning for arraignment.

The Westport Police Department is seeking qualified applicants for entry level and certified police officer positions. Applicants must possess a valid C.H.I.P. Physical Ability Assessment card and score at least a 70% on the Connecticut Police Chiefs Association Written Test. The application is available through PoliceApp.com. The next upcoming CPCA test is December 28th in South Windsor with another in Farmington on January 26th; the registration deadline is January 20th.
The starting salary for entry level officers is $62,200 with a 6-step pay scale. Top step is $89,251 and is generally reached within 5 years. Salary for certified applicants will be commensurate with experience. Successful applicants must, at a minimum, be U.S. citizens, age 21 of age or older, and have a minimum of a high school diploma or a GED, though an associate’s degree or higher or military service is preferred. Certified officers must have a minimum 2years of experience. Officers must live within 35 miles of Westport by the time of police academy graduation. Certified officers applying for entry level position must successfully complete all phases of the selection process, with the exception of the written examination and agility test, to be considered for appointment to the department. Those scoring above the minimum on the exam will advance to an oral board panel and swim test. Candidates passing these phases of the selection process shall be ranked by score on a hiring list and are eligible to be called for an initial interview with the Chief of Police and/or command staff.
Candidates that receive a conditional job offer by the Chief of Police will continue further in the selection process and will be subject to a background investigation, polygraph, medical and psychological examination. Please note: Since Westport is a coastal community; successful applicants will be required to pass a swim test consisting of a 100-yard swim, treading water, and object retrieval at an 8 to10 foot depth. The Westport Police Department does not permit facial piercings to be worn on duty and only female officers are permitted to wear one pair of small stud type earrings while on duty. For entry level officers, tattoos may not be visible while in uniform. For such visible tattoos, cover-ups, such as bandages and “tat jackets” are not allowed. Upon arrival, it was determined the pedestrian was riding a motorized wheelchair at the time of the collision. The incident required temporary closure of Post Road East at that location while officers, Westport Fire and Westport Emergency Medical Services were on scene. The pedestrian, a 57-year-old male from Westport, was transported to Norwalk Hospital with serious injuries. The operator of the vehicle was not injured during the incident and cooperative with investigators.
A preliminary investigation showed that this was a fairly slow speed collision that occurred while the struck party was attempting to navigate across Post Road East and may not have been using the nearby crosswalk while doing so. The incident remains under investigation. We urge all drivers to use extra caution and drive slowly during this busy holiday season. We also ask pedestrians to utilize marked crosswalks and the crossing signals at those locations.
