Westport News: Firearms and Drug Arrests

#Westport CT– On 09/23/2018 at approximately 5:30pm, Officer Ruta Pratt observed a vehicle traveling on Elm Street with no registration plate displayed. Officer Pratt initiated a motor vehicle stop at the intersection of Myrtle Avenue and Violet Lane and found the vehicle bore an expired Rhode Island temporary registration, which was later determined to be fraudulent. While speaking with the occupants, she detected a strong odor of marijuana coming from the vehicle. The operator was identified as Kirk Brodie, 28, of Bridgeport, CT who claimed ownership of the vehicle. A backup officer arrived on scene and spoke to passenger Mark Elliot, 25 of Bridgeport, CT. The officer observed Elliot was attentive to his phone during the stop and was receiving multiple text messages. The officer was able to observe one of the text messages, which appeared to be related to and consistent with narcotics sales. Officers had both men exit the vehicle.

 

During the course of a pat-down, a scale was located in the pocket of Elliot’s pants. Brodie was found to be in possession of a large amount of cash. During a subsequent search of the vehicle, officers located .11 ounces of marijuana in the glove compartment and a loaded 9mm handgun in the trunk. The handgun contained a high capacity magazine. Due to Brodie’s criminal history, he was prohibited from possessing a firearm and ammunition.

 

Both males were taken into custody and transported to headquarters. Brodie was charged with 53a-48 Conspiracy to Commit (Sale of Controlled Substance), 29-33 Sale, Delivery, or Transfer of Pistols or Revolvers, 29-38 Weapons in Vehicles, 29-35 Carrying Pistol or Revolver Without Permit, 53a-217c Criminal Possession of a Pistol or Revolver, 53a- 217 Criminal Possession of Firearm/Ammunition/Electronic Defense Weapon and 53-202 Possession of High Capacity Magazine. Brodie was additionally issued an infraction for Failure to Display Registration Plate and Operating an Unregistered Motor Vehicle. Brodie was held in lieu of $100,000 bond and was transported to Norwalk Court for arraignment on 09/24/2018 At headquarters, officers discovered Elliot had secreted an additional .87 ounces of marijuana in his underwear. Elliott was charged with 21a-277(b) Sale of Controlled Substance, 53a-48 Conspiracy to Commit (Sale of Controlled Substance) and 21a-267 Possession Drug Paraphernalia. He was held in lieu of $20,000 bond.

Westport News: 3 Arrested and 2 Handgun Magazines Recovered Following Police Pursuit with Stolen Car

(Westport, CT)- On 09/24/2018 at approximately 3:15am, Corporal Kevin Smith observed a vehicle traveling westbound in the area of 877 Post Road East at a high rate of speed. He followed the vehicle and observed it stopped in the middle of the Post Road at the intersection with Long Lots Road with no tail lights illuminated. Corporal Smith caught up to the suspect vehicle and saw it stop at the red light at Roseville Road before it made a quick wide turn onto Roseville Road into the opposite lane of traffic. A registration check for the vehicle showed it had been stolen out of Darien on 09/19/2018.

 

Corporal Smith attempted to initiate a motor vehicle stop, but the suspect vehicle would not yield and engaged the officer in pursuit. The suspect vehicle led officers northbound on Roseville before it turned to travel eastbound on Cross Highway. It continued onto Congress Street in Fairfield. The Fairfield Police department assisted and deployed stop sticks ahead of the oncoming suspect vehicle on Congress Street, which the suspect vehicle struck. The pursuit continued up Black Rock Turnpike, onto Tanglewood and eventually onto Towne House Road where the vehicle crashed into a utility pole and the operator fled on foot. A brief foot pursuit ensued and the driver was taken into custody a short distance away by Corporal Smith and Officer Loomer with the assistance of Westport K-9 Koda. The two juvenile passengers were detained by Fairfield officers.

 

The two 15-year-old passengers, both from Waterbury, were transported to St. Vincent’s Hospital for minor injuries. They were each issued a summons charging them with 53a-122 Larceny 1st and 53a-48 Conspiracy to Commit (Larceny 1 st ).

The operator was identified as Jomar Perez, 18, also of Waterbury, CT. He was transported to St Vincent’s by Fairfield police due to minor injuries sustained as a result of the K-9 bite. During a search of the vehicle, two loaded 9mm handgun magazines were located in the driver’s side door pocket. Numerous debit/credit cards and several car keys to other vehicles were also located during the search. The vehicle and surrounding area were searched, but no firearm has been recovered.

 

After being released from the hospital, Perez was transported to Westport headquarters where he was charged with two counts of 53-21(1) Risk of Injury, 53a-167a Interfering with an Officer, 53a-122 Larceny 1 st : Motor Vehicle Theft, and 53a-48 Conspiracy to Commit (Larceny 1 st ). Perez was additionally charged with 14-223(b) Disobeying the Signal of an Officer: Elude/Attempt Escape, 14-222 Reckless Driving: Not Greater than 85 mph and 14-36(a) Operating a Motor Vehicle Without a License. Perez was held in lieu of $25,000 bond. He was transported to Norwalk Court for arraignment on 09/24/2018.

 

Fairfield County has been plagued by car thefts and motor vehicle burglaries for the last year. Despite multiple warnings, we continue to be a target rich environment because residents leave their cars unlocked with their car keys and other valuables inside. We urge residents to remove their belongings and secure their vehicles properly at night. Multiple firearms have been recovered from suspects in these crimes and from within the stolen motor vehicles. Residents should not confront any suspects themselves. They are asked to notify the police department immediately if they observe suspicious vehicles and activity in their neighborhoods.

Westport News: Job Coach Returns

Westport, CT – Director of Human Services Elaine Daignault announces the return of the American Job Center Southwest’s Career Coachat Westport Town Hall.  On Thursday, October 11, the Coach will offer a class in beginner’s class in Microsoft PowerPoint 2013 from 10 a.m. – noon, followed by an intermediate class in PowerPoint 2013 from 1 – 3 p.m.  The Career Coach is a “training center” tour bus equipped with ten wireless computer labs offering free computer classes to residents in the greater Norwalk area.  The mobile unit operates on a monthly schedule of visits to various community locations and is accessible to people with disabilities.

Westport News: Pink Patch Project 2018

The Westport Police Department is proud to be a member of the Pink Patch Project for 2018. Our newly designed patches are part of an innovative campaign that is comprised of over 2,675 other public safety agencies nationwide, designed to bring attention to the fight against breast cancer and to support breast cancer research organizations in combating this devastating disease.

 

For the month of October, officers will be wearing uniform shirts with our pink patch to help spread awareness. Wearing pink patches on our uniform is intended to stimulate conversations with the community during our daily contacts with them and to encourage discussion with the public.

 

From October 1st-31st, we will be selling the patches to the public as a fundraiser for $10 each at the Westport Police Department, 50 Jesup Road, Westport, CT. Westport News: New Efforts by P&Z to Streamline P&Z Approval Process

Westport, CT – Planning & Zoning Director Mary Young announced today that the Planning & Zoning Commission will review a Text Amendment on Oct. 4, 2018 at 7:00 PM in the Westport Town Hall Auditorium.

Text Amendment #753, prepared by the Planning and Zoning Commission’s Process Efficiency Subcommittee, proposes to modify the Change of Use definition found in the Westport Zoning Regulations. A Change of Use is currently defined in §5-2 of the Zoning Regulations as:

  • Any change that increases the minimum required number of parking spaces for a building or use by more than three (3) spaces;
  • Any change from a vacant rentable space in a building structure or lot, or portion thereof, which has been unoccupied for a period of 12 months or more to a use that is different from the previous use;
  • Any change from a vacant lot area to a parking area; and
  • Any change from any residential use to any commercial use.

A Change of Use currently requires Site Plan approval and a public hearing before the Planning and Zoning Commission. Text Amendment #753 seeks toeliminate the 1-year rule requiring Site Plan review when a new business occupies a tenant space vacant for more than 1-year. The Amendment additionally proposes re-aligning responsibilities for Site Plan review between the Commission and its staff by removing language necessitating a public hearing before the Planning and Zoning Commission for some small-scale projects in lieu of a Site Plan Waiver by the Planning and Zoning Director. Mary Young advised,

“The amendment if adopted will accomplish one step towards a multi-step process being undertaken to streamline the Planning & Zoning approval process.  This change will help make Westport more competitive. Westport may be better able to attract new businesses to fill existing vacancies if the timeline is reduced to secure approvals. There can be up to a 3-month backlog to get onto an meeting agenda. The proposal is a welcome relief and sends a positive message that Westport is open for business.”

All those interested in this amendment are encouraged to attend the Planning & Zoning Commission’s public hearing on Oct. 4, 2018 at 7:00 PM in the Westport Town Hall Auditorium. A copy of the amendment is attached herein, is available for viewing in Town Hall both in the P&Z Office and in the Office of the Town Clerk, and online at www.westportct.gov. Westport News: Threatening

#Westport CT–On 08/27/2018, the victim reported he was being harassed by John Colavito over a business dispute involving an annuity. Colavito and the victim had a meeting in July regarding the issue and since then, the victim reported to have received multiple emails and text messages from him. Colavito was found to have emailed the victim 54 times between 7/18/18 and 8/21/2018; 21 of which were sent in one day. Some of the emails were found to be threatening in nature. The investigating officer submitted an arrest warrant application for Colavito, which was later approved. On 09/20/2018, Colavito turned himself in at police headquarters on the active arrest warrant. He was charged with 53a-62 Threatening and 53a-183 Harassment 2 nd : Non- Threatening. Colavito was released after posting $35,000 bond and is scheduled to appear in Norwalk Superior Court on 10/02/2018.

Westport News: Two Westport Recruits Graduate Police Academy

#Westport CT–On September 20, 2018, Westport Officers Scott Aliberti and Tyler Stevens graduated from the 361 st session of the Police Officer Standards and Training Council (POSTC) Police Academy. The graduation ceremony celebrating the completion of the 24 week program was held at Central Connecticut State University. Officers Aliberti and Stevens, along with their 45 classmates, resided at the POSTC Academy in Meriden since April. For 24 weeks, they learned the laws of Connecticut, became certified Emergency Medical Responders and gained skills needed to be a law enforcement officer. Officers Aliberti and Stevens now return to the Westport Police Department to begin their field training program.
