#Westport CT– At approximately 10:30 a.m. Friday, Westport officers responded to multiple reports regarding a male in his underwear walking on Post Road East without shoes. One of the callers reported the male had defecated on the sidewalk by Winslow Park. Officers located the male on Myrtle Avenue in the area of Church Lane. The first responding officer approached the suspect to check on his welfare and was immediately struck in the face and a struggle ensued. Additional officers arrived on scene and attempted to subdue the suspect, who actively resisted being taken into custody. One officer was bitten during the incident.
The suspect was eventually taken into custody after a brief struggle and was transported to the hospital. The two injured officers were also transported to Norwalk Hospital for treatment. The suspect remains in custody at this time and will be charged with 3 counts of 53a-167c Assault of Public Safety Personnel and 53a-181 Breach of Peace upon his release. The incident remains under investigation and additional charges may be forthcoming. The identity of the suspect will be released following formal charges.

#Westport CT– On 12/26/2018 at approximately 11:00am, officers were dispatched to a Charles Street office building on a report of a burglary. Four office suites were burglarized after the suspect kicked in the doors. Investigators later found physical evidence linking Jeff Lubin, 30, of Providence, Rhode Island, to the crime scenes.
One of the businesses, a ticket retailer, reported a Celtics ticket had been stolen. Lubin later posted the stolen ticket for sale on a social media page. An arrest warrant application was submitted for Lubin and later approved. On 03/25/219, Lubin was taken into custody in Rhode Island at the office of probation on the outstanding warrant. He was held at the Rhode Island Adult Correctional Institution until he was extradited to Connecticut by Westport detectives on 04/01/2019. At Westport Police Headquarters, he was charged with 53a-103 Burglary 3 rd for each incident (4 counts) and held in lieu of $200,000 bond. Lubin was unable to post his bond and was transported to Norwalk Superior Court the following day for arraignment.

Westport, CT – In support of April’s National Distracted Driving Awareness Month, The Westport Police Department will be partnering with the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) during the month of April, for the national U Drive. Over the past decade, distracted driving has become one of the leading causes of vehicle crashes on our nation’s roads. According to NHTSA, between 2012 and 2017, nearly 20,000 people died in crashes involving a distracted driver. In fact, there were 3,166 people killed in motor vehicle crashes involving distracted drivers in 2017. While this represents a 9 percent decrease in distracted driving fatalities from 2016 to 2017, there is clearly more work to be done. “People know texting and driving is dangerous and illegal, but many do it anyway, putting others at risk,” said Joseph Giulietti, Commissioner, Connecticut Department of Transportation.
“Beginning April 2, you will see increased law enforcement efforts as officers will be stopping and ticketing anyone who is caught texting and driving.” Since 2015, nearly 30,000 crashes in Connecticut have involved a distraction – resulting in 41 fatal crashes. “Limiting distractions while driving is a simple way to prevent motor vehicle accidents,” said Captain David Farrell, Westport Police Department. “If you need to text, pull over in a safe location. If you text and drive, you will pay.” Violating Connecticut’s distracted-driving laws can be costly. On 01/14/2019, an employee of Honda of Westport reported a larceny by a former employee. The complainant reported a customer had provided a $5,000 cash deposit to a former employee, Ryan Riggs, for a down payment on a vehicle. The dealership found no record of the down payment or of a vehicle hold for the customer. The customer was able to show the withdrawal from her bank account as well as several text messages she exchanged with Riggs regarding vehicles. Riggs had also cashed a check in excess of $1,000 intended for another customer. An arrest warrant application was submitted for Riggs and later approved. At approximately 6:00am on 03/28/2019, Riggs turned himself in on the active arrest warrant. He was charged with 53a-124 Larceny 3 rd and held in lieu of $50,000 bond. He was transported to Norwalk Court later that morning for arraignment.
While investigating the above incident, an additional theft was discovered. On 12/04/2018, Ryan Riggs had an accident with his company-issued vehicle in which he was rear-ended. Riggs provided Ansonia Police his personal information for the accident instead of listing Honda of Westport as the owner of the vehicle. He has later issued a check from the insurance company in the amount of $4363.55, which he cashed on 12/26/2018, keeping the funds for himself. An arrest warrant application was submitted for Riggs and later approved. At approximately 6:00am on 03/28/2019, Riggs turned himself in on the active arrest warrant. He was charged with 53a-124 Larceny 3 rd and held in lieu of $50,000 bond. He was transported to Norwalk Court later that morning for arraignment.
On 01/23/2019, investigators were contacted by the Fostoria Police Division in Fostoria, Ohio and advised that on 01/22/219, the victim came to their agency reporting a fraud situation. The victim stated his father, Ryan Riggs, obtained a vehicle loan in November of 2017 and used his personal identifying information, including his social security number, to do so. Riggs also forged the victim’s signature on documents and purchased the vehicle from Honda of Westport while the victim was deployed. The victim learned of the identity theft when he attempted to purchase a vehicle and found the fraudulent activity on his credit report. An arrest warrant application was submitted for Riggs and later approved. At approximately 6:00am on 03/28/2019, Riggs turned himself in on the active arrest warrant. He was charged with 53a-129b Identity Theft 3 rd , 53a-139 Forgery 2 nd and held in lieu of $50,000 bond. He was transported to Norwalk Court later that morning for arraignment.

business. The suspect stole more than $5,000 worth of cigarettes and caused over $1,400 in damage to the cash register and door. The suspect was later identified as Christopher Dahlinger of Trumbull, CT. An arrest warrant application for Dahlinger was submitted and later approved.
On 03/27/2019, Dahlinger was arrested at Norwalk Superior Court on the outstanding warrant. He was charged with 53a-103 Burglary 3 rd , 53a-124 Larceny 3 rd and 53a-115 Criminal Mischief 1st. Dahlinger was held in lieu of $65,000 court set bond and was to be arraigned later that day.
On 01/19/2019 at approximately 4:30am, officers responded to a report of a burglary at Wheels, 786 Post Road East. The suspect entered the store with a garbage can after smashing the front window. Again, cartons of cigarettes were stolen, valued at nearly $4,000. The suspect attempted unsuccessfully to pry the register open and left with it as well. The same suspect vehicle was used in this incident as the previous and the suspect identified as Christopher Dahlinger. An arrest warrant application was submitted for Dahlinger and later approved.
On 03/27/2019, Dahlinger was arrested at Norwalk Superior Court on the outstanding warrant. He was charged with 53a-103 Burglary 3 rd , 53a-124 Larceny 3 rd and 53a-117 Criminal Mischief 3 rd . Dahlinger was held in lieu of $50,000 court set bond and was to be arraigned later that day.
